Statistics Norway shall procure Managed Security Services as a service contract.
Statistics Norway shall establish a service for event management and monitoring network traffic. I.e. ‘managed security services’.
The procurement includes the entire service and all necessary elements and components thereof.
The solution shall be purchased as a continuous service with option for procurement of consultancy services within the same subject area, based on current hours in accordance with requirements.
The delivery shall include:
· Detailed design of a solution based on Statistics Norway's network and assumed computer security threats.
· All necessary software
· All necessary hardware
Specification of the interface between the solution's components and Statistics Norway's network, servers, etc.
· Complete installation including total configuration and integration with existing network systems Statistics Norway may choose to physically install the pre-configured units themselves
· Documentation
· Training by user courses
· Updating threat signatures, etc.
· Assistance on an hourly basis
· Engineering design, site inspection, design, installation, configuration, migration, testing, training and documentation.
· Management of the service and technical solution during the entire agreement period
A detailed description of the services is in accordance with the Purchase agreement and the Maintenance agreement's annex 1 (the requirement specifications, 2 documents).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
K 01 The tenderer must have submitted tax statements and paid taxes, payroll taxes and VAT. Documentation: A tax and VAT certificate. The certificate shall not be more than six months from the deadline for receipt of tenders. Arrears or other irregularities must be justified. If the Tenderer plans to involve sub-providers, tax certificates must also be provided for them.

Økonomisk og finansiell stilling:
K 03 The tenderer shall have sufficient economic and financial solidity to be able to fulfil the contractual obligations. Documented by: A credit assessment from a certified credit institution/company. The credit assessment shall not be more than 6 months from the deadline for receipt of tenders. The credit assessment shall be a so-called rating and include a credit rating, part rating and historical rating. The credit score must not be lower than A (creditworthy) or equivalent if a different form of score is used (numbers). Tenders from service providers with a lower score than A or equivalent (i.e. not credit worthy or credit worthy with security) will not be considered.

Teknisk og faglig kapasitet:
K 04 The tenderer shall have good experience from equivalent assignments and the assignment shall be within the core activities of the tenderer. Documentation: A list of the 3 most important assignments within this area, during the previous 3 years. The list shall contain a brief description of the project, value, date as well as the contact person's name, position, telephone no. and e-mail address. The Contracting Authority shall be given the opportunity to contact the reference persons. The tenderer must have informed the reference person in advance that they may be contacted. A description of the tenderer's core activity.
