The procurement of an e-Learning system

Akershus fylkeskommune, Innkjøpsstaben (Akershus County, the Procurement Staff)

Akershus County, henceforth referred to as AFK, wishes to implement a flexible and self-administered e-Learning system. The systems must be designed and delivered in such a way that functionality, capacity, availability and security requirements are safeguarded.
AFK's objective of this procurement is to enter into a service agreement with a competent and experienced supplier environment for the area ‘e-Learning’. The system shall enable AFK to serve external and internal users in an efficient and safe manner.
AFK requests an e-Learning management system (LMS) and production of e-Learning courses. It shall also be possible to implement the current e-courses in the procured system. AFK does not wish to own or operate the e-Learning system or services, and is therefore requesting systems delivered in the form of a service agreement. The agreement shall cover continuous use and deliveries, configurations and maintenance of the services, in accordance with agreed accessibility and quality (SLA).

Beskrivelse av opsjoner:
The agreement is valid from 1.10.2016 until 30.9.2018. The Contracting Authority can prolong the agreement on identical terms for 1 year at a time, in maximum 2 years.
After 30.9.2020, the agreement will be in force with a mutual notice period of 6 months.

Requirement:
The tenderer shall be registered in a professional register, trade register or company register, e.g. the Brønnøysund Register Centre.
Documentation requirement:
Documentation showing that the tenderer is registered in the professional register, trade register or other enterprise registers as required by the law of the state where the tenderer is established, e.g. the Brønnøysund Register Centre.
Økonomisk og finansiell stilling:
Requirement:
The tenderer shall have the financial and economic capacity the assignment requires.
Documentation requirement:
Extracts from the company's Annual Financial Statements for 2015 and the auditor's report. If this has not been completed, enclose the company's Annual Financial Statements for 2014 and the auditor's report.
Companies that cannot fulfil the requirement for extracts of Annual Financial Statements, may alternatively submit the business plan with the overall plan for funding.
During assessment of the tenderer's financial and economic position, the Contracting Authority will itself obtain a credit assessment from Dun & Bradstreet Norge AS.
Teknisk og faglig kapasitet:
Requirement 1:
The tenderer must have access to resources that have the expertise and implementation ability within in the disciplines required by the contract.
The tenderer shall have an environment of consultants with competence in pedagogics and e-Training as educational method/measures.
Documentation requirement 1:
The tenderer must give a description of the organisation, and the manner in which the organisation will be used to carry out the agreement.
The description shall, as a minimum, provide an overview of the company's total resources with competence in project management.
Note: The description shall not include CVs or other references to concrete consultants.
Requirement 2:
The tenderer shall have experience from a minimum of 2 equivalent contracts.
Documentation requirement 2:
Tenderers shall enclose a list of the most important relevant deliveries in the last 3 years, including information on the time frame, the contracting authority and a short description of the assignment.
