The procurement of a sweeping vehicle for Vefsn municipality
Vefsn kommune (Vefsn municipality)
Vefsn municipality, c/o technical operations, invites to a tender contest with possibilities for negotiations for the purchase of a brand-new sweeping vehicle. The sweeping vehicles is expected to be delivered during the sweeping season 2017. The tender shall be a total delivery and the contracting authority shall enter into a contract with one supplier/contracting party.
The tender contest is implemented in accordance with the Public Procurement Regulations.
The procurement is implemented as an open tender contest with options for negotiations, where the objective of the contract is to procure a new sweeping vehicle with a permitted total weight of 26.5 tonnes.
Annex 1 describes the vehicle requirements. This document shall be answered and uploaded in the Mercell system.
It must be clearly stated in the submitted documentation if the tenders do not comply with all requirements and specifications.

The tenderer shall document that the enterprise is legally established. Company Registration Certificate/confirmation of registration in the Brønnøysund Register Centre. The certificate shall not be older than 6 months calculated from the tender deadline.

Choose between:
— Credit appraisal/rating, not older than 1 year, based on the last known fiscal figures. The rating shall be carried out by an officially certified credit rating institution.
— The last annual accounts, including the board's annual report and the auditor's statement.
If for valid reasons the tenderer is unable to submit the documentation as requested by the Contracting Authority, the tenderer may prove the economic and financial standing with any other document that the Contracting Authority is able to accept.
A permanent contact person: The tenderer shall state the name of the contact person that shall be responsible for the assignment upon contract signing. The contact person must understand written and oral Norwegian.
References: Overview of a minimum of 3 references (with value, time frame, customer name and contacts) from equivalent deliveries in the agreement area, carried out the last 3 years, preferably from the public sector. Annex 5 is to be filled in. The stated references will only be addressed in accordance with requirements and the references must be willing to answer written questions.
