Qualification requirements
— The tenderer shall be a legally established enterprise.
— The tenderer shall have no arrears concerning taxes or duties.
— The tenderer shall have a health, safety and environment system.
Documentation requirement
— Company Registration Certificate.
— Tax certificates for VAT and tax.
The certificates cannot be older than 6 months from the deadline for receipt of tenders.

The tenderer's economic and financial capacity.
Qualification requirements
— Financial ability to fulfil the contract is required, which ensures solid and secure deliveries to the contracting authority in the contract period.
Documentation requirement
— Accounts; The company's annual accounts with the auditor's report for the last two years shall be enclosed.
— A credit/solidity rating and bankruptcy prediction from a certified credit rating company shall be enclosed with the qualification application. The assessment must provide information on (1) the credit rating and (2) the extent of any risk of bankruptcy (bankruptcy prediction). The assessment must not be older than six months from the tender deadline.

In cases where the tenderer is reliant on sub-suppliers or business partners for the completion of the Contract work, such suppliers /business partners shall be specified, and corresponding documentation for these suppliers or business partners shall be enclosed with the Tender, together with a statement of commitment that the tenderer has access to the HR from sub-suppliers or business partners.

The tenderer's technical and professional qualifications.
Qualification requirements.
— The tenderer shall possess the organisation, plant and equipment and adequate personnel resources necessary to execute the assignment as described in the Tender documentation. All contact persons and all personnel in contact with the Contracting Authority shall at least be able to communicate in English, but should preferably be in command of a Nordic language.

On request from the contracting authority, the tenderer shall provide:
— The tenderer shall provide a complete description of the overall organisation (current and planned), including an organisation chart and job descriptions concerning responsibility, authority and collaboration.
— The skills of any key personnel already affiliated to the tenderer. A description of the skills required for any planned future personnel performing key tasks.
— A description of any subcontractors and the skills, plant and equipment capacity, responsibility and assignments that they will possess.
The tenderer must have a functioning quality and environmental control system prior to contract award.
On request from the contracting authority, the tenderer shall present:
— A statement of the company's quality and environmental management system. If possible, how the tenderer will ensure that the company prior to contract award will have an efficient environmental system.
In cases where the tenderer does not possess the resources described within his own enterprise, documentation of any corresponding resources with sub-providers or business partners shall be enclosed with the Tender, together with a declaration of commitment that the tenderer has these resources at his disposal.
