The evaluation of the 0-24 cooperation

Utdanningsdirektoratet (The Norwegian Directorate for Education and Training)

In May 2015 the Norwegian Directorate for Education and Training (Udir), the Directorate Labour and Welfare (AV-dir), the Norwegian Directorate for Children, Youth and Family Affairs (Buf-dir), the Directorate of Integration and Diversity (IMDi) and the Norwegian Directorate of Health (Helsedir) were given a joint assignment from their ministries: the Ministry of Education and Research (KD), the Ministry of Labour and Social Affairs (ASD), the Ministry of Children and Equality (BLD) and the Ministry of Health and Care Services (HOD). The Directorates shall coordinate and further develop their policies, so that they are better able to support the counties' and municipalities' work in ensuring that children and youths between 0 and 24 years complete 6 form education and get a lasting connection to working life (the 0-24 cooperation). The assignment will be carried out in the period 2015-2020.

The 0-24 cooperation is comprehensive and has activities at several management levels. The programme is meant to function so that better coordination at directorate level shall make it easier and shall stimulate more interaction and cooperation on this target group in counties and municipalities.

Teknisk og faglig kapasitet:
In order to qualify for the assignment, it is necessary to have experience from development and change work and evaluation work. Documented by CVs for those who shall carry out the assignment.
Good knowledge of public administration and cooperation between different agencies is also necessary. To be documented by a list of participation in relevant projects. Specification must be given of what role the tenderer had in the project.
