Stryn kommune (municipality)

Stryn municipality has decided that a new general valuation shall be undertaken of all properties, c.f. the Property Tax Law §8A-3 (2). The municipality has had a property tax on all real estate since 2008.
The aim of the procurement is project management, preparing templates and the valuation of properties so that property tax can be issued for 2018 (i.e. before 28.2.2018). The inspection must be completed by 15.11.2017 in order to ensure progress.

HSE declaration, c.f. the attached form that shall be completed (the HSE declaration requirement does not apply to single person companies without any employees).

Økonomisk og finansiell stilling:

Tenderers must have the necessary financial capacity to fulfil the assignment.

The company's annual accounts (the last submitted accounts and the auditor confirmed accounts).

All public taxes and duties must be paid.

Tax and VAT certificate.

Teknisk og faglig kapasitet:

Tenderers must have knowledge of the actual principle for property tax valuation as well as knowledge of the Property Tax Act and interpretation of this in Norwegian legal practice.

Tenderers must have the necessary competence within the valuation of houses, commercial buildings (shops, offices etc.), energy networks, works and use (with production equipment/machines) and tele-installations.

Tenderers must have carried out at least 10 property valuations in the last 12 months.

Tenderers must have knowledge of the estimated values in the district where the valuations are being carried out.

All communication shall be in Norwegian.

We request references for the key personnel that shall execute the work.

Reference list from the most important comparable assignments in the last 3 years.

Documentation of formal competence.

Documentation of experience from similar assignments to that which prices shall be given for.

Kontraktutførelse
Innskudd og garantier som kreves:

The company shall have taken out liability insurance before a contract can be signed.

Hovedfinansieringsvilkår og betalingsordninger og/eller henvisning til relevante bestemmelser som regulerer dem:

An invoice for completed work (with the necessary documentation) can be sent once a month.

The payment deadline is 30 days from the receipt of an invoice.

The contracting authority will not accept invoice fees.

A daily fine shall be paid for exceeding the agreed deadline of 2 o/oo per weekday of the total fee excluding tax, min. 1 000 NOK,- per weekday. The daily fine shall not exceed 20 % of the total fee.
