Tender competition for the provision of electrical services and electrical material

COWI AS Stavanger

Stavanger municipality and Stavanger church council, Sandnes municipality and Sandnes church council, Randaberg municipality and Randaberg church council as well as Sola municipality and Sola church council would like to receive tenders for a framework agreement for electrical services and electrical material.
The aim of the competition is to enter into a framework agreement for two — 2 years from 8.5.2017 to 30.4.2019, with an option for a further 1+1 year.
The contracting authority is not 1 legal entity. The municipalities use joint tender documentation, but will enter into separate contracts and shall be considered as eight separate contracting authorities with different delivery and invoicing addresses.
Particular attention is to be paid to the fact that the municipalities have entered into various contracts with service companies for annual maintenance, see the tender documentation point 7.1 for further information.

General requirements — Support for carrying out the assignment:

If a tenderer will use other companies' capacity to qualify, the use of the necessary resources is to be documented by, for example, a commitment statement from these companies.

Company Registration Certificate:

Requirement: The tenderer is required to be a legally established company.

Documentation:

Norwegian companies: Company Registration Certificate from the Brønnøysund Register Centre.

Foreign companies: Registration certificate in a professional register as determined by legislation in the country where the tenderer is established.

Tax and VAT certificates:

Requirement: The tenderer shall not have significant tax and VAT arrears, unless an approved repayment schedule is presented.

Norwegian companies: Tax and VAT certificate. The certificate can be ordered and obtained from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.

Foreign companies: Certificate issued by the competent authority in the supplier's home country certifying that the supplier has fulfilled its obligations regarding fees in accordance with the laws of the country in which the supplier is established.

Økonomisk og finansiell stilling:

Organised economic conditions and the economic ability to fulfil the contract.

Requirement: The tenderer shall have settled financial conditions and financial ability to execute the contract, and the tenderer must as a minimum have achieved a rating of creditworthy.

Documentation:

As documentation, the contracting authority will obtain a credit rating from Experian (the contracting authority subscribes to services from Experian).

The tenderer is expected to have familiarised himself with the registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation.

Alternatively, a tenderer can enclose a credit appraisal/rating with the tender from a certified credit rating company that shows that the tenderer has good credit worthiness. The credit assessment shall be based on the last available accounting figures.

If for valid reasons a tenderer is unable to submit the documentation as requested by the contracting authority, the tenderer may prove his economic and financial standing with any other document that the contracting authority is able to accept.

Teknisk og faglig kapasitet:

Capacity and the ability to fulfil the contract.

Requirement:

The contracting authority requires that the tenderer has sufficient capacity and ability to fulfil the contract.

Documentation:

A description of the tenderer's technical personnel or technical units the tenderer has at his disposal for fulfilment of the contract, regardless of whether they belong to the company or not, especially those responsible for the quality control.

A statement of the tenderer's average workforce and the number of employees in the administrative management during the last three years.

Names and CVs (certificate of education and vocational practice) for the persons who will be responsible for the execution of the contract, such as the tenderer's project manager and foreman, c.f. point 7.2.1.4 in the tender documentation.

Experience.

Requirement: Tenderers shall have experience from at least two relevant assignments for electrical work with the accompanying electrical material, as described in this document, as regards the scope and complexity.

As documentation, tenderers shall submit a list of the most important, relevant assignments from the last three years, including specific information on:

— The assignment (brief description)

— Value

— Date

— Name of customer

Based on the list(s), the tenderer shall state names and e-mail addresses of contact persons for the two most relevant assignments. The references will only be contacted if required.

Quality assurance system.

Requirement: The contracting authority requires tenderers to have a well-functioning system for ensuring quality customised to the assignment's nature and extent.

As documentation, tenderers shall enclose certificates for the company's quality assurance system/quality management system issued by independent bodies that confirm that the tenderer meets recognised quality assurance standards such as ISO 9001 or equivalent.

The Contracting Authority also accepts other documentation that demonstrates that the tenderer has a well functioning system for ensuring quality customised to the nature and scope of the assignment. As a minimum,the tenderer must present a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this assignment.
