Tender 2016: Procurement of transport services for the libraries in Sogn og Fjordane

The aim of the notice is to enter into a service contract for the procurement of a transport scheme for the libraries in the county.
The county library is, in accordance with the law, obliged to organise the loan cooperation in the county. As a part of this, Samsøk has been implemented — joint searches in the library databases in the county — and work to increase remote loans and other materials between the different libraries. Remote loans is a cooperation between the libraries, where the libraries make their collections available for borrowers at other libraries, both in the county and nationally.
A part of the remote loan cooperation is a joint transport scheme between libraries.
Such a transport scheme involves simplified routines, predictable transport costs, greater flow of media between libraries and thereby better service for loaners. Besides transport between libraries within the county, such a transport scheme will also include sending/transporting books and other materials to libraries outside Sogn og Fjordane, both nationally and internationally.
On the basis of this, we would like tenders for a transport scheme between libraries. See annex 12 for an overview of the different libraries that shall be included in the contract. The delivery days and dates are specified here.

Beskrivelse av opsjoner:
The transport frequency can be increased with 1 extra visit per week for each library listed in the address list, annex 12. The annual price has been increased with an average price for the library in question where the number of visitors has increased. The average price is given in the price form, annex 10 of the tender documentation.

The transport frequency can be reduced as a result of a lesser need for the transport scheme. The reduction in the annual price shall be in accordance with the average price given for the library in question that has had a reduction in the number of visitors per week. This also applies to the transport scheme being withdrawn as a result of a reduction.

Such extra visits or reduction in visits shall be notified in writing with at least 2 months notice.
If municipality organisation leads to a library being moved or merged with another library, the above rules will apply as far as appropriate.
If the changes mentioned above change the contract by more than 50 %, the annual price can be further adjusted. Tenderers must enclose documentation of the financial consequences of changes of more than 50 %.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten: Tenderers are required to have a legally established company.
Økonomisk og finansiell stilling: Tenderers shall have the economic capacity to fulfil the contract.
Teknisk og faglig kapasitet:
Tenderers must have a certified transport licence for the type of transport that shall be carried out. If such a licence is not available by the tender deadline, the tenderer must enclose documentation that the terms for the licence are met. It is a requirement that the licence is in place by the start of the contract.

An account shall be enclosed if such a licence is not required due to the choice of the means of transport.
Tenderers must have experience from equivalent assignments.
Tenderers shall have a good ability professionally, technically and capacity-wise to fulfil the assignment.
Tenderers must have a well-functioning quality assurance system.
Tenderers shall, at the latest 2 years after the start of the contract, have a satisfactory environmental management system for their work of limiting the activity's environmental impact.
The activity in this context is work connected to the transport service that shall be provided.
