The purpose of the publication is to enter into a framework agreement for the purchase of light sources for Sogn og Fjordane county and participating partners.
Tenders shall be given for the tenderer's range of goods in accordance with the attached price form; annex 3.
The contract authority makes reservation that participants in the agreement can requests offers from several tenderers for a particular procurement/project procurement, exceeding 500 000 NOK
The Contracting Authority make reservations that if the requested products/ items not in stock that are not included in the price form is not available by 2 weeks from being ordered, the contracting authority can procure the product from another supplier.

Tenderer shall be a legally established company and shall fulfil the registration requirements.
Documentation requirement:
Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderers should have sufficient economic and financial capacity to fulfil the contract.
Documentation requirement:
The contracting authority bases its evaluation on the accounting figures and key figures registered in Proff Forvalt.
All companies that have submitted their accounts to
the Brønnøysund Register Centre will be registered in Proff Forvalt. Tenderers are asked to check whether such information is available in Proff Forvalt
Tenderers who have not submitted their accounts to
the Brønnøysund Register Centre and are thus not registered in Proff Forvalt, or who do not fulfil the character requirements, can prove their economic and financial capacity with bank/parent company guarantees, relevant liability insurance and/or extracts from the annual accounts.

The contracting authority will see bank/parent company guarantees or relevant liability insurance as appropriate, if the documentation covers the contracting authority's financial risk if the tenderer does not have the economic and financial capacity to fulfil the contract. The contracting authority's financial risk means financial loss due to the contract not being fulfilled.

If a company has not submitted its accounts to the Brønnøysund Register Centre, enclose the accounts, the annual report and the key figures for the last 2 years.
Teknisk og faglig kapasitet:
Tenderers shall have good experience from equivalent assignments.
Documentation requirement:
An overview of comparable reference assignments in relation to nature and scope, that the company has performed over the last 3 years. At least 2 of these assignments should be large customers. Information shall be provided on the customer's name, value per annum, date and contact person (name, telephone number and e-mail address). The contact persons will only be contacted if necessary. Use annex 4.

The tenderers shall have good ability to implement the assignment.
The tender shall complete annex 5; an overview of the company's total manpower. If the information requested in the form does not provide sufficient information about the tenderer's implementation ability, the tenderer must present supplementing information. The supplementing information must not exceed 2-two-A4 pages.

The tenderer is required to have a well-function quality assurance system for the products included in this assignment.
The contracting authority requests a description of the quality assurance system and if applicable, attach a copy of the quality assurance system certificate. Please use annex 6; Self-declaration Quality assurance system/Internal control system.
If the tenderer is ISO 9001 certified or equivalent quality assurance certification, a copy of the valid certificate, in addition to answers to questions 1 and 5 in the self-declaration, shall be submitted.
