Hordaland fylkeskommune [Hordaland County]

Hordaland fylkeskommune shall enter into an agreement for the establishment and operation of telephone functionality, telephone systems and telephone traffic, as well as terms for use of the system (call charges/data traffic). The agreement shall include a system for management of mobile subscriptions and IP telephony services, as well as offer continuation of ISDN and analogue telephony in a transitional period.
The contract duration will be 4 years. The contracting authority shall have an option to extend the agreement for a further 2 years + 2 years, with a total maximum of 8 years.
HFK estimates that the agreement's value will be approx. 3 000 000 NOK per year.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer shall be up to date with the payment of tax and VAT.
— Certificate for tax and VAT, not older than six months calculated from the tender deadline.
— Foreign tenderers shall provide certificates from equivalent authorities to the Norwegian ones.
Tenderers shall not be legally convicted for participation in a criminal organisation or for corruption, fraud or laundering money.
Self-declaration on conduct. The attached template can be used, cf. Annex 3.
The tenderer must be a legally established company.
— Norwegian companies: Company Registration Certificate
— Foreign companies: Proof that the company is registered in the trade or business registry as prescribed in the legislation of the country in which the service provider is established.
Økonomisk og finansiell stilling:
Tenderers must have the financial capacity to implement the assignment/contract.
The tenderer's annual accounts including notes with the board's and auditor's reports from the last year.
If the annual accounts for the last year has not been completed by the tender deadline for this competition, provisional annual accounts for last year must be provided.
The contracting authority reserves the right to obtain a credit rating of the tenderer. Financial strength will be evaluated in relation to turnover, operating profit margin, solidity and liquidity.
Teknisk og faglig kapasitet:
The tenderer shall have experience from assignments with equivalent scope as this tender regarding value, volume and complexity during the last 3 years.
Description of the tenderer's 3 most relevant assignments during the last 3 years. The description must include information about the value of the contract, time and recipient (name, telephone number and email address). References can be contacted for clarification of relevance of the contract. However, it is still the tenderer's responsibility to substantiate relevance through the description. The tenderer shall use the reference form in Annex 4.

Tenderers shall have a quality assurance system for the services that will be provided.
Description of the tenderer's quality assurance system and quality management system
or
copy of the system certificate issued by an accredited certification body or equivalent documentation.
In order to ensure that relevant environmental requirements given in the contract are complied with, the tenderer shall have sufficient environmental competence and procedures for quality assurance for the services included in the contract.
Give an account of the tenderer's environmental competence and procedures that substantiate that the requirement is covered It is sufficient to present current certificate if this is described in the company's quality assurance or environmental control system in accordance with ISO 9001, ISO 14001 or equivalent third party verified system.
