The Contracting Authority needs to purchase technical consulting services for the execution of projects within planning, development, operation and maintenance of roads. The need is related to variation of the assignment quantity and to ensure the Contracting Authority receives an innovative competence from the branch. There is a need for technical consultants in the discipline areas of road planning, construction, tunnel, landscape architecture, W&S and noise calculation, geotechnics and geology. Framework agreements will be signed with selected tenderers and the framework agreement consists of subcontract 1 that comprises the sub areas of road planning, construction, tunnel, landscape architecture, W&S, noise calculations and subcontract 2 that comprises the sub areas of geotechnics and geology.

Distribution of the assignments:
Call-offs for a total value under 500 000 NOK excluding VAT will occur in accordance with the ‘waterfall method’ (the framework agreement tenderer with the best evaluation result will be contacted 1

Mini-competitions will be held between the framework agreement service providers for call-offs with a total value of more than 500 000 NOK excluding VAT.
The framework agreement terms will be regulated by the contract terms, which are in the template for the framework agreement. The tender management tool will be used for the implementation of the mini competition. Specific call-off contracts will also be signed for each assignment. These call-off contracts will be based on the Contracting Authority's award contracts for NS 8401 and NS 8402 that are attached to the announcement.

The interested party shall document that the enterprise is legally established.
Norwegian companies: Company Registration Certificate; Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the supplier is established.
Økonomisk og finansiell stilling:
Requirement for equity capital is a minimum of 10 % of the last official fiscal year.
The tenderer shall not have a debt ratio over 8.
Tenderer shall have a liquidity ratio of 1,0 or higher.
Teknisk og faglig kapasitet:
The tenderer shall have good experience from deliveries of equivalent assignments for which prices are given.
The tenderer shall have at least 20 employees.
The tenderer shall have a good and well functioning quality assurance system for the services that shall be delivered, including reporting on the tenderer's quality assurance procedures and activities, any copy of ISO 9001 certificate or equivalent.
If a tenderer will use sub suppliers to fulfil the qualification requirements, a signed commitment statement shall be presented for each of the sub suppliers, which states that the tenderer can use the sub supplier's resources. (If the tenderer will fulfil all of the qualification requirements them self, it is not necessary to enclose a commitment statement.).
