Stavanger kommune shall procure a modern, fresh thinking and future orientated system for communication and notification (signal installation) for the new nursing home which is being built in Lervig. The system shall safeguard communication between the nursing home residents, employees and relatives, and notify as needed for help and emergency incidents. The signal system must be robust, support future care and contribute to services and offers that are established and developed in line with the users real needs. The new nursing home in Lervig is scheduled to be completed in summer 2017, with commencement of operation in January 2018. The nursing home shall be an urban and modern nursing home over seven floors with the main entrance facing Ryfylkegaten. The building has a net area of approx. 12 330 m2 distributed over 7 floors, where the first floor is a parking facility. The nursing home shall contain 123 nursing home places, production kitchen, day centre with 30 places, medical centre for four doctors, cafe, area for physiotherapy, nursing clinic, spa, hairdresser and podiatry and an area for administration and health personnel. The tenderer must be a legally established company. The contracting authority requires tenderers who wish to participate in the competition to demonstrate that they are registered in a trade index or other enterprise register as prescribed in the legislation in the country in which they are established. Documentation of this (e.g. a Business Registration Certificate from the Brønnøysund Register Centre) shall be enclosed with the tender. The enclosed documentation shall not be older than six months from the deadline for receipt of tenders.
The tenderer must be a legally established company. The tenderer must achieve a minimum rating of ‘creditworthy’. The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation. If the tenderer knows that the requirement regarding the financial capacity to carry out the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms/explains a satisfactory financial capacity. If the contracting authority's credit information about the individual company does not include a credit rating, the contracting authority will seek to have this documentation requirement met in another way, either by assessing whether the financial capacity is satisfactory based on the other information that should be available in the solution from Experian or by obtaining other documentation.
