REN would like to procure a system for ID based access control out of consideration for the employees' working environment, which can sort between customers with payment obligations (businesses and households outside of Oslo), and households from Oslo.

—Bærum municipality.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement I:
The tenderer's tax and VAT payments shall be in order.
Documentation requirement:
Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirement II:
Tenderers shall be a legally established company.
Norwegian companies: Company registration certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement I:
The tenderer shall have good creditworthiness.
Documentation requirement:
The company's last Annual Financial Statements including notes, the Board's Annual Report and Audit Report, as well as new information of relevance to the company's fiscal numbers.
REN will also obtain a credit assessment from Bisnode Credit, which will be used as a basis for the evaluation.
Teknisk og faglig kapasitet:
Requirement:
1) Experience from equivalent assignments is required.
Documentation requirement:
1) The tenderer's most important deliveries over the last 3 years, including their values, dates and recipients/contracting authorities. REN reserves the right to contact the references for clarification if needed.
(2) Good implementation ability is required.
(2) A description of the tenderer's total manpower with any sub-suppliers (cf. the commitment statement, annex 7).
(3) A good and well functioning system is required for quality management and internal control.
(3) Give an account of the quality management system and internal control and how these are operationalised.
