The main aim of the procurement is the construction of a combined town district and health centre in Kvernevik.
The new town district building will replace the existing town district building in Kvernevik and it shall be used for leisure activities for children and youths, such as, amongst other things, theatre, concerts, rehearsal premises for musicians, old people's centre, dance and conferences. In addition the building shall be able to be used by voluntary organisations and by the schools in the area for large gatherings, courses for teachers, work with the arts subjects in school, before-and-after-school care and performances directed by them.
The health centre shall, at a minimum, include a doctors surgery with room for four doctors.
Beyond this allowances can be made for other general purposes within the limits of the current area plan and feasibility study.

K 01 Tax and VAT certificate — Requirement: Tenderers are not to have significant tax or VAT arrears, or an approved repayment plan exists. Norwegian tenderers shall present tax certificates from the municipality where the tenderer has his main office, as well as any approved repayment plans. These certificates must be presented before the deadline for receipt of tenders and must not be older than 6 months from the deadline for tenders. Tenderers can order a joint certificate for tax and VAT themselves via Altinn. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

K 02 Company Registration Certificate — Requirement: The tenderer must be a legally established company. The contracting authority requires tenderers who wish to participate in the competition to demonstrate that they are registered in a trade index or other enterprise register as prescribed in the legislation in the country in which they are established. Documentation of this (e.g. a Business Registration Certificate from the Brønnøysund Register Centre) shall be enclosed with the tender. The enclosed documentation shall not be older than 6 months from the deadline for receipt of tenders. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.

K 03 — Use of other companies' capacity. In those situations where a tenderer relies on other companies' capacity to achieve qualification, the tenderer shall substantiate to the Contracting Authority that he has access to the necessary resources, e.g. by presenting a statement of liability regarding this from the involved companies, c.f. FOA § 17-8 (2nd and 3rd paragraphs) and § 17-9 (2nd and 3rd paragraphs). The documentation shall be enclosed with the tender. Other tenderers are defined as other legal entities (legal subject) than the supplier himself.

Økonomisk og finansiell stilling:

K 04 — The contracting authority requires good financial solidity and financial ability as well as financial understanding of the tenderer. As documentation, the contracting authority will obtain a credit rating from Experian (the contracting authority subscribes to services from Experian). The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation. In addition the contracting authority requires the following documentation:

(1) The tenderer's Annual Financial Statements, Annual Report and Audit report for the last 3 years and recent information of significant to the tenderer's fiscal figures. Financial statements, annual report and audit report are what Norwegian companies send to the Brønnøysund Register Centre.

(2) In the event of creation/utilisation of a project company (SPV), confirmation must be presented that there will be a parent company guarantee or other guarantee from a third party (bank/finance) for the obligations the project company accepts until the start of the tenancy period. Where the tenderer consists of a group of companies there must be a mother company guarantee from all of the businesses in the group with requirements to provide the companies' internal agreement.

(3) Information on economic conditions or losses which are not documented in other places and which require documentation in accordance with Norwegian and/or international accounting standards.

(4) Emphasis will be put on the tenderer having experience with financing similar construction projects. Documentation is to be given by enclosing a reference list from relevant projects.

Teknisk og faglig kapasitet:

K 05 — Experience. Requirement: Experience from similar assignments. Emphasis will be put on the tenderer having experience from similar assignments (property developer and long term property occupier with management, maintenance and operation responsibilities). In order to document this, tenderers shall enclose a reference list. Here the tenderer must provide the most relevant assignments from the last 5 years, including their values, time frames and recipients. Particular information shall be given on:

(1) Which projects the tenderer developed and is/was a long term occupier;

(2) What similar projects may have been undertaken. Particular information shall be given as to whether the reference is related to; development, construction, technical property operation and commercial operation of similar projects. The tenderer must provide a name and email address for a reference person at the receiver of each of these most relevant projects, including tenants. The contracting authority reserves the right to contact the stated reference persons.

K06 — Competence — Tenderers are required to have very good competence from the execution of similar assignments. (Property developer and long term property occupier with management, maintenance and operation responsibilities). In order to document this, tenderers shall fill in and enclose a competence matrix for each responsibility/discipline. The following areas of responsibility shall as a minimum be included in the matrix:

(1) The tenderer's project management,

(2) architect, both for buildings and landscape,

(3) property manager.

Within each area of responsibility information shall be given on concrete persons who will be available with a description of their education and professional qualifications as well as which company shall carry out the assignment (if sub-suppliers are used). CV-s are not to be submitted. The requirements apply to each area of responsibility to be covered by the service provider. The contracting authority is open to tenderers stating several alternative collaboration partners within the mentioned areas of responsibility and that a decision is made at a later date as to which of these will be included in the final tender. It is a prerequisite that all collaboration partners present a commitment statement and provide sufficient documentation so that all potential collaboration partners can be assessed, cf. point 1.8.2.
