The tenderer is required to have a legally established company.
Documentation:
Annex 4.3.1.1: Norwegian companies: Company Registration Certificate.
Annex 4.3.1.2: Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Tenderers that shall submit joint enquiries must document the collaboration.
Annex 4.3.1.3: Agreement on binding collaboration and joint and several liability that is undersigned by all of the collaborating partners.
Annex 4.3.1.4: The collaborating tenderers shall submit a joint enquiry. The enquiry shall state who shall represent the group in contact with the Contracting Authority.
Økonomisk og finansiell stilling:
1. Tenderers must be up-to-date with tax and VAT payments.
2. Tenderers shall have satisfactory finances.
Minste nivå(er) av standarder:
1. Tax and VAT certificate Not older than 6 months.
2. Annex 4.3.2.1: The profit and loss accounts and the balance with notes for 2014, 2015 and the profit and loss accounts and the balance per 30.6.2016. In addition, the Annual Report for 2014 and 2015.
Annex 4.3.2.2: In addition a cash flow statement is also required for the companies that are obliged to set this up.
Annex 4.3.2.3: Ringsaker kommune reserves the right to carry out a credit check of the tenderer via a credit rating company. This possible enclosure will be obtained by Ringsaker municipality and the enclosure will then be numbered: Annex 4.3.2.3.
If a tenderer cannot provide the above named documentation, or will demonstrate that their economic situation differs to that shown by the requested documents, the tenderer can prove their economic and financial standing with the help of:
annex 4.3.2.4. Any other document of relevance to the company's fiscal figures/economy. The reason that the requested documentation may not be submitted, or may give a misleading picture must particularly be justified.
Teknisk og faglig kapasitet:
1. Tenderers must be qualified to achieve satisfactory responsibility rights from the Public Building Authority to be able to design and execute the construction project.
2. Tenderers must have the necessary experience and competence for the execution of comparable projects.
3. Tenderers shall have a good and well-functioning quality assurance system (for example ISO 9001 or equivalent).
Minste nivå(er) av standarder:
1. Annex 4.3.3.1: Central certification in the relevant discipline and classification.
2. Annex 4.3.3.2: Overview of the company's three most important references from turnkey contracts/interaction contracts in the last 5 years. At least one of the projects must have a minimum contract value of 120 000 000 NOK. The name of the contact person for the builder representative, email address and telephone number must be provided. The municipality will contact the references. In addition, emphasis will be placed on internal references with relevant suppliers.
