For several years the government has co-financed the publication of the independent periodical Stat and Styring. The current contract for the publication expires 31.12.2016. See idunn: idunn.no/stat
The aim is to continue to publish an administrative political independent periodical that shall put administrative political problems on the agenda. In addition the periodical shall update readers on administrative political research, practical results within administrative policies and present new trends. The periodical shall have contributions from readers and inhabitants and it shall emphasise dialogue.

Tenderers shall have their tax and VAT payments in order.
Documentation requirement:
— A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations regarding payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on: skatteetaten.no If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see: skatteetaten.no The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.

Legal position:
The interested party shall document that the enterprise is legally established.

Tenderers must have the financial capacity to implement the assignment/contract.
Documentation requirement:
— Annual Accounts, including the board's annual report and auditor's statement.
Teknisk og faglig kapasitet:
Requirements:
Tenderers shall have experience with the publication of periodicals or similar from a minimum of 3 equivalent assignments during the last 3 years.
Relevant professional expertise and capacity to execute the assignment. Relevant means the periodical's subject areas.
A good and well-functioning quality assurance system is required for the services that shall be provided.
Environmental requirements:
To ensure compliance with environmentally relevant requirements in the contract, the tenderer must possess sufficient relevant environmental competence, management systems and routines for quality assurance of the services that are covered.
Documentation requirement:
An account and documentation of the execution of equivalent assignments and an overview of actual persons who would be used for the execution of the assignment.
A description of the tenderer's professional competence and capacity at the tenderer and any collaboration partners/sub-suppliers.
Statement regarding the tenderer's quality assurance system/-management system.
An account of the tenderer's environmental competence and procedures that document that the relevant conditions are met.

Prosedyre
Objektive utvelgelseskriterier:
The procurement shall commence with this qualification and will then be followed by a qualitative selection of the tenderers to be invited to participate in the competition for the final contract for the delivery of the procurement.
The Tenders of all invited tenderers will be evaluated. After the initial evaluation, the tenderers with the 3 best tenders will be invited to negotiations. Following the negotiations and any revised tenders, the final evaluation of the 3 tenders will be made and the contract will be awarded.
