Stationary waste suction — turnkey system. The aim of the procurement is to fulfil the need for waste treatment in the Skårer area in Lørenskog, as there will be a large growth in housing developments in the coming years.
Lørenskog municipality has prepared a concept choice review (KVU) for waste treatment in the Skårer area, where several thousand new houses will be built in the coming years. These houses need an appropriate system for collecting waste.
The concept choice review (KVU) recommends a system with stationary waste suction with the waste station located in Gamleveien 104. The station shall be built into the terrain as far as possible and it shall be constructed in such a way that it does not prevent future continued utilisation in the height and sideways. The pipeline network in the ground shall be constructed in accordance with the plan for development, which will be in the preliminary project. See the annex ‘Technical orientation on the project’ for further information.

An information meeting will be held for all interested tenderers, Tuesday 9.8.2016, 12:00. The information meeting will be held in Kommunestyresalen in Lørenskog Town Hall, Hasselveien 6, 1741 Lørenskog. Tenderers are encouraged to send in questions/requests for additional information on the qualification documentation as soon as possible and at the latest by 22.8.2016. The deadline is set on the basis that the contracting authority shall have sufficient time to prepare answers and announce them on Doffin. Any additional information, as well as questions and answers, will be announced continually and at the latest 6 days before the application deadline expires. Questions that are received in the general staff holiday will not be answered in week 32.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer shall have his tax and VAT payments in order.
— Tax and VAT certificate. The certificate(s) must not have been issued more than 6 months before the application deadline.
— Foreign tenderers shall present a certificate from the corresponding authorities in the countries where they are registered for tax. If the authorities in respective countries do not issue such certificates, the tenderer must provide a self-declaration on whether there are arrears on tax and if so the amount. The self declaration must be signed.

Tenderers who shall perform work in Norway must meet the requirements for health, safety and environment that the Norwegian authorities always stipulate.

Teknisk og faglig kapasitet:

The tenderer shall have an very good ability to fulfil the contract:
Tenderers must have sufficient technical qualifications (competence, capacity etc.) to fulfil the contractual obligations. Hereunder tenderers are required to have completed reference assignments of approx. the same type, complexity and extent.
Documentation:
Expertise:
The tenderer shall prepare a competence matrix for each area of responsibility/profession. The following responsibility areas shall, at a minimum, be included in the matrix: (1) project management, (2) architects, (3) landscape architects, (4) technical consultants (engineering designers). An overview shall be given of available resources based on education and professional qualifications that the tenderer can use within each of the general and special disciplines. For each individual area of responsibility, it shall be stated which company shall conduct the assignment (if sub-contractors are used). CV s are not to be submitted. As a minimum requirement, tenderers must document that the project organisation has at least one member with at least 5 years experience from engineering design for and the construction of waste treatment facilities.

Experience from similar assignments:
Tenderers must provide the most relevant assignments from the last five years, including their values, time frames and recipients. As a minimum requirement, the tenderer's system supplier is to document the construction of at least one stationary waste suction facility, in or outside Norway.

The tenderer must provide a name and email address for a reference person at the receiver of each of these most relevant projects. The contracting authority reserves the right to contact the stated reference persons.
The tenderer is required, with his contract helpers, to posses or be able to obtain necessary government approvals for completing the contract.
Valid certificate for central certification for the right to be responsible for development class 3 for SØK, PRO and UTF; or
—Documentation that the company meets the requirements of local responsibility right for the initiative within the same development class and function as stated above. A good, efficient quality assurance system is required.
An account of the company's quality assurance/management system, to ensure that the assignment is being carried out in the most efficient and purposeful way.
The leading company in the supplier group shall enclose an example of a project plan from a completed project that includes: an activity description, documentation of performance measurements (activity, costs and progress).
PA-plans for dealing with sub-suppliers shall be documented.
Tenderers are required to have routines/procedures and competence connected to handling environmental influences when carrying out projects.
This shall be documented in the form of an environmental declaration for contractors, possibly with environmental certification proof (ISO 14001, Miljøfyrtårn or equivalent).

Both individual companies and groups of several companies (consortiums) can apply to be pre-qualified. As this procurement is a total delivery contract, with different compound services (waste facility, contract and operation/services), supplier groups can be organised with two links of sub-suppliers.
