The objective of the procurement is to enter into a framework agreement for the delivery of shuttle bus services to cover transport of employees and students between study location in Oslo and Kjeller, for HiOA and UNIK.
The framework agreement period is one year. The contracting authority shall have the option to extend the framework agreement for a further one year + one year + one year, a total maximum of four years.

Requirement #1: The tenderer shall be a legally established company.
Documentation requirement:
Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Requirement # 2: The tenderer must have their tax, employer contribution and VAT payments in order.
Tax Certificates must be enclosed that are not older than six months from the tender deadline.
Documentation requirement: Tax certificate (form RF-1316), a joint certificate for tax and VAT. The certificate shall not be older than six months from the tender deadline. Foreign tenderers must present equivalent certificates from their country which show that they have their tax and duty payments in order. If the authorities in that country do not issue such certificates, the tenderer must submit a declaration which confirms that all taxes and fees are paid. The statement must be signed by the treasurer.

Requirement # 3. Tenderer shall/will meet the requirements of Norwegian legislation with regard to health, safety and the environment [HSE].
Documentation requirement: HSE declaration.
This self-declaration shall be signed by a general manager and countersigned by one of the employees. Tenderers are encouraged to use the template attached to the tender competition's other documents.
Requirement # 4: The tenderer shall have good conduct.

Økonomisk og finansiell stilling:
The tenderer shall have sufficient financial strength to be able to fulfil the contract.
Requirement # 1: The economic and financial position shall be documented by a credit rating of the company, that is not older than six months. This rating shall be prepared by an independent organisation which normally offers credit appraisal, and the results shall be evident from the documentation as a graded value (letter or figure, etc.) against a defined scale. The rating shall cover the financial development in the last 3 years.

Newly started companies which are unable to provide a relevant credit appraisal may provide alternative documentation.
Requirement # 2: Tenderers shall have sufficient economic and financial strength to be able to comply with the contractual obligations. fulfil the contract.
The tenderers shall deliver Annual Financial Statements including notes with the Board's and auditor's reports from the last two years. If the Annual Financial Statements for the last year are not finished before the tender deadline for this contest expires, the last year's preliminary annual accounts should also be attached.

The tenderer may choose to rely on other companies' capacity to fulfil the requirement for the tenderer's economic and financial position. The tenderer must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, by,for example presenting a declaration of commitment (Annex C), guarantee, co-operation agreement or similar. This applies regardless of the legal nature of the connection between the companies, i.e. that the supporting companies can either be the tenderer's parent company, another company in the same group, a collaborating partner etc.

Teknisk og faglig kapasitet:
Requirement # 1: The tenderer shall have sufficient implementation ability related to the contract obligations.
A short, general description of the company shall be given, including:
— An account of the company's business concept and core competencies related to the scope of the delivery.
— An overview of the company's history, organisation and ownership, as well as a brief description of the current activity.
— Description of how the service provider is organised for the execution of this contract.
This also applies for any sub providers.
Requirement # 2: The tenderer shall have sufficient experience from similar deliveries.
A list with a brief description of the three most important and most relevant deliveries in the last three years, including information about their values, dates and the name of the reference person (name, telephone number and email address).
The Contracting Authority must have the possibility to contact the contact persons who are listed.
