The objective of the procurement is to enter into a contract for service, operations and maintenance of systems, as well as replacement of existing systems, and to some degree; establishment of new systems. The agreement also includes reporting, channel cleaning, re-adjustment and smaller alterations and adjustments of the systems. At present the Municipal Undertaking for Social Housing has an agreement for this field. This agreement expires 31.10.2016 and a new agreement is required, subsequent to this expiration date.

Beskrivelse av opsjoner:
The contract period is two years from 1.11.2016. The contracting authority has the option to extend the contract for a further 1 + 1 year.

The tenderer shall be a legally established company:
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have the financial capacity to carry out the contract:
— Credit evaluation/rating, not older than six months, based on the last known accounting figures.
The Municipal Undertaking for Social Housing reserves the right to obtain further credit ratings or other financial information (Annual Financial Statements including notes, the board's annual reports and the auditor's reports, as well as recent information of relevance for the company's fiscal figures).

Teknisk og faglig kapasitet:
Good experience from equivalent assignments/deliveries is required. This means assignments of corresponding nature, complexity, degree of difficulty and scope.
— Overview of the tenderer's most important relevant deliveries in the last five years, including information on the type of project, the role in the reference project, the project's value, date, recipient (name, telephone number and e-mail address). Annex 6 can be filled in, or a separate form can be used. The Contracting Authority reserves the right to contact the references.

Sufficient capacity and suitable manpower to implement the contract:
An overview shall be given of the company's total manpower and an account that states the company has sufficient capacity and suitable competence to implement the assignment).
The tenderer must have a sufficient quality assurance system.
— Certificate of the company's quality system/management system issued by independent bodies that confirms the tenderer fulfils certain quality assurance standards, for example ISO certification. The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.
