Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers shall have their tax and VAT payments in order.
— Tax and VAT certificate.
A certificate for tax and VAT issued by either the local tax office or the tax collection office where the tenderer's head office is located. This shall not be older than 6 months.
Foreign tenderers must provide certificates from authorities equivalent to the Norwegian authorities.
Tenderers shall have the capacity and implementation ability to carry out the assignments. Overview of the tenderer's personnel divided between:
— Installers/service employees;
— Administration.
Økonomisk og finansiell stilling:
Tenderers must have the financial capacity to carry out the assignments. Credit assessment/company facts/company analysis from a certified credit institution, not older than 6 months. The assessment shall be based on the last known accounting figures, with a statement of how the credit rating has developed over the last three years. It shall also include a bankruptcy prediction from the same credit institution.

Teknisk og faglig kapasitet:
Tenderers shall have a quality assurance system in accordance with ISO 9001:2015, or equivalent, and give an account of how the company takes care of quality assurance and quality control. Tenderers shall describe their relevant quality assurance and management systems. The description must include sufficient information so that it can be assessed by the Contracting Authority. Certification must be documented.

Personnel shall be able to communicate in Norwegian.
Tenderers shall use annex 5, self-declaration, which states that the service personnel that shall be used can communicate in Norwegian.
Use of sub-suppliers:
If a Tenderer will use sub-suppliers (the Contracting Authority will only accept one sub-supplier), a binding statement shall be enclosed that states that the Tenderer can use the necessary resources in the entire contract period.
An apprenticeship scheme is required.
Tenderers must be a certified apprentice company and they must undertake to use apprentices for the provision of the requested services.
Capacity
Tenderers must document that they have the capacity to take on and carry out the requested services.
The minimum requirement for the personnel who shall carry out service and repair lifts at OUS, is that they have a certificate of apprenticeship as lift installers and we request documentation that the personnel receive regular professional updates. CVs and/or certificates of apprenticeship for the personnel that the tenderer intends to use for the provision of the services shall be enclosed with the tender. Minimum knowledge in accordance with http://opphei.no/heismontoerfaget.html is required.

The tenderer must be a legally established company.
Norwegian tenderers: Company Registration Certificate.
Foreign companies: Proof that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Tenderers shall have an ethically responsible company. If a tenderer has been convicted for corruption, fraud or money laundering, or is guilty of criminal offences concerning professional conduct, the judgement and legal proceedings must be accounted for. Annex 7 and Annex 8.
