Seasonal influenza vaccine

The objective of the procurement is to ensure sufficient supply of vaccine against seasonal influenza (ATC code J07B B02). The vaccine shall be given to defined risk groups for the seasons 2016-2017 and 2017/2018, with option for 2 additional seasons. Due to security of supply, the Contracting Authority will enter into contracts with 3 suppliers, cf. OAF § 15-3.

Requirement: Tenderers shall be a legally established company.

Documentation: Company registration certificate.

Økonomisk og finansiell stilling:

Requirement: The tenderer shall have sufficient financial strength to be able to fulfil the contract.

Documentation requirement: The supplier's annual accounts including notes with the Board's and auditor's reports from the last 2 years.

If the annual accounts for the last year are not finished before the tender deadline expires for this competition, the preliminary annual accounts for the last year shall also be attached.

Teknisk og faglig kapasitet:

Requirement no. 1: The supplier shall have a good ability to fulfil the contract.

Documentation requirement: List of the most relevant deliveries during the last 3 years, including information about the volume, dates and the name of the recipient.

Requirement no. 2: The supplier shall have sufficient delivery capacity to delivery minimum 450 000 dosages of influenza vaccine in the period from September to November, each year.

Documentation requirement: The suppliers shall submit confirmation that the supplier (and the sub-supplier, cf. point 2.1.5.) has the capacity to deliver minimum 450 000 dosages to the Contracting Authority.

Requirement no. 3: The supplier shall have a good and relevant quality assurance system for this type of delivery.

Documentation requirement:

— A concise description of the overall quality assurance system that the supplier will apply in carrying out this contract must be given,

— Either: A certificate of the company's quality assurance system issued by independent bodies confirming that the tenderer meets certain quality assurance standards, for example NS-EN ISO 9001:2015, or equivalent;

— Or: Instead of a certificate, other verifiable quality control systems are acceptable where relevant procedures, certificates and deviation/ improvement systems are documented.

Requirement no. 4: The supplier shall have the required permissions. The offered vaccine must be produced by a manufacturer holding authorisation from the relevant authorities in the EU/EEA to manufacture drugs. If the tenderer does not manufacture the vaccine itself, the tenderer must have the necessary authorisation from the relevant authorities in the EU/EEA to trade in pharmaceuticals. If the vaccine is imported, the import licence that covers the offered vaccine must be presented.

— Copy of the manufacturing licence in the manufacturing country, or

— Copy of the sales licence from the relevant authority,

— Copy of the wholesaler or manufacturer licence in Norway.

Requirement no. 5: The supplier shall be a member of the Medicinal Product Liability Association (Legemiddelansvarsforeningen).

Documentation:

— Verification that the supplier is a member of the Medicinal Product Liability Association.
