Tysnes kommune is building a new welfare centre with completion planned for Autumn 2017. The Contractor is Skanska. The welfare centre has three nursing home departments with ten resident rooms each, totalling 30 resident rooms. In addition there are ten sheltered accommodations and eight day places at the centre.
Tysnes kommune wants a modern, scaleable/rule-based alarm management system that shall be a platform that collects all alarm handling for the nursing home, sheltered accommodations, home health service and shared housing in the municipality. The employees must be able to use the interface that provides access to all information, assignments and admissions they need to carry out the work in the least amount of time possible on administrative assignments and most possible time on nursing.

Egnethet til å utøve yrkesvirksomheten:
Requirement: The tenderer shall have their tax, employer contribution and VAT payments in order.
Documentation: Tax and VAT certificate. The certificate should not be older than six months. The certificate can be obtained electronically in Altinn. Refer to www.skatteetaten.no for further information.
Requirement: The tenderer must be a legally established company.

Økonomisk og finansiell stilling:
Requirement: The tenderer shall have sufficient good economic and financial standing to carry out the contract.
Documentation: Solidity assessment from a certified credit rating company based on the last known accounting figures. The key figures in the requirement must be given, together with an assessment of the tenderer's payment experience. The assessment should not be more than six month old.

Requirement: The tenderer must have good experience with the execution of equivalent/comparable development or adaptation projects.
Documentation: A list with an overview of equivalent deliveries in the last three years. The list shall as a minimum contain:
— Name of the Contracting Authority.
— Email and telephone of contact person.
— Brief information about the assignment.
— Value/scope.
— Account of relevance.
Requirement: The tenderer shall prevail over the relevant professional resources for planning and execution of the project.
