The Ministry of Local Government and Modernisation (KMD) will ensure high quality and effective use of resources in the area of housing policy. This sets major requirements for organisation, management and leadership. The objective of the review is to achieve a basis to further develop Husbanken's organisation and task solving to ensure good goal achievement. In the future, Husbanken's social task shall be to help so that the disadvantaged can obtain and retain a good residence. Husbanken shall achieve this via i.a. supporting the municipalities professionally and economically in their work with helping disadvantaged enter into the housing market. KMD will also assess the Ministry's management of Husbanken.
The review has an upper cost limit of 1 500 000 NOK, excluding VAT. The assignment must be completed by 28.4.2017.

The review has an upper cost limit of 1 500 000 NOK, excluding VAT. The assignment must be completed by 28.4.2017. It may be relevant with additional works beyond what is described in the assignment description in annex 1 to the contract. For example this could apply to elaboration of the sub-questions contained in the original report. The Contracting Authority therefore reserves the right for option for purchase of more services, beyond the financial frame and the time frame, if required. The over, economic framework on the option is work for maximum 500 000 NOK excluding VAT, and will be invoiced on an hourly basis based on the accrued hours. Outer time limit for the work in connection with any option is 31.12.2017.

Requirements:
The tenderer must be a legally established company.
Documentation requirement:
— Norwegian companies: Company Registration Certificate;
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirements:
The tenderer must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
Documentation requirement:
A credit rating with key figures from a certified credit rating company or other form of documentation to demonstrate that the requirement has been met.

Requirements:
The tenderer shall have experience from a minimum of 3 equivalent assignments. By equivalent assignments, we mean reports/evaluations of government organisations, of equivalent art as described in Annex 1.
The service provider shall have sufficient execution capability and capacity.
Documentation requirement:
— Description of the supplier's 3 most relevant assignments. The description must include the contract value, date and recipient (name, telephone no and e-mail address). References will be contacted if necessary, to clarify the relevance of the contract. Regardless, it is the tenderer's responsibility to document relevance through the description.
