Restricted tender contest for the procurement of parallel framework agreements for compound trade services

Omsorgsbygg Oslo KF (Oslo municipality, the Municipal Undertaking for Social Service Buildings)

The contracting authority intends to enter into parallel framework agreements for compound trade services with an estimated value above 200 000 NOK excluding VAT per call-off for the following disciplines, amongst others:
— Electrician;
— Joiners;
— Plumber;
— Masoners;
— Painting/wallpaper hanging;
— Flashing and guttering and roofing;
— Passive fire protection;
— Scaffolding.
The parallel framework agreements for compound trade services will be connected to the contracting authority's trade framework agreements, by the parallel framework agreements for compound trade services being used for call-offs above 200 000 NOK excluding VAT. The starting point can, however, be increased to 300 000 NOK excluding VAT for parallel framework agreements for compound trade services, where the trade framework agreements have such a possibility included as a contract clause.

Hyppighet av kontraktene som skal tildeles:
Up to 20 % of the assignment amount, i.e. up to 40 000 000 NOK excluding VAT will be distributed in accordance with the waterfall method, i.e. in accordance with the ranking, whilst mini-competitions will be held for the remaining assignments.
The award of assignments in mini-competitions will either be based on which tender is the economically most advantageous, or exclusively on which tender has the lowest price. Criteria that can be used for deciding mini-competitions will be price, delivery time, progress plan, the offered solution and assignment comprehension. The contracting authority will announce which criteria will form the basis in each individual mini-competition.

The contracting authority has the right, but not an obligation, to announce individual assignments that exceed 200 000 NOK excluding VAT. In individual cases the contracting authority will choose to join assignments of a similar character in the building so that they are seen as one major individual assignment.

The tenderer must be a legally established company.
Norwegian companies: Company registration certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
The tenderer must have sufficient financial capacity to carry out the assignment/contract.
The company's last 2 Financial Statements including notes, management's annual reports and auditing reports, as well as new information of relevance to the company's fiscal figures. And
The tenderer shall be creditworthy.
Credit evaluation/rating, not older than six months, which is based on the last known accounting figures.
The contracting authority reserves the right to obtain a credit assessment of the tenderer.
Teknisk og faglig kapasitet:
Tenderers shall have good capacity and good implementational ability to deliver in accordance with the framework agreement.
A statement of the tenderer's average total workforce and the number of employees in the administrative management during the last 3 years.
An overview of the tenderer's technical personnel or technical units the tenderer has at his disposition to fulfil the contract, regardless of whether they belong to the company or not, especially those responsible for the quality control.
Information about education and professional qualifications at the tenderer and the company's administrative management, particularly for the person(s) responsible for providing the service. Including authorisation, certificates of apprenticeship/craft certificate/masters certificate in construction or equivalent.

The tenderer shall enclose testimonials and certificates on the education and professional practice of the supplier, the company's administrative management, or of the person/people responsible for fulfilling the contract.
Tenderers shall have relevant experience from assignments of equivalent nature and scope.
An overview of the most important relevant projects completed in the last 5 years, together with testimonials of satisfactory execution for the most important work. The testimonials should state the value, time frame and place the work was carried out and indicate whether the work was professionally executed and properly completed. Reference persons must be stated, and Omsorgsbygg is given permission to contact them.

Description of the quality assurance system with a table of contents or a valid certificate of the company's quality control system issued by independent bodies, which confirm that the tenderer fulfils certain quality assurance standards, for example ISO 9001.

Tenderers shall focus on the environment.
Tenderers shall enclose documentation ensuring that the assignment will be implemented in an environmentally responsible manner. This can be documented by a report of existing routines or a valid certificate from a third party verified system (for example Eco-lighthouse, ISO 14001, EMAS), copy of the table of contents in the tenderer's environmental management system, description of the system or with other relevant documentation.

After reviewing the received requests for participation in the tender contest, the contracting authority will invite 8 of the qualified tenderers who best meet the technical/professional qualifications in the table point 3.3.3, to submit a tender. The qualification requirement ‘Tenderers shall have good experience from assignments of an equivalent nature and size’ in point 3.3.3 in the qualification requirement will count the most in the qualification evaluation. A points scale will be used from 0-10 when assessing the qualification requirements in point 3.3.3.
