The framework agreement for general architect services will include, amongst other things:
— carrying out feasibility studies and sketch projects for alterations/renovations of existing buildings, including extensions/additions,
— architect work for minor alterations,
— simple engineering design and major renovations,
— assist in projects with high environment and energy ambitions,
— be the responsible applicant in building applications,
— assist in the participation of land proceedings,
— prepare outdoor plans with surface water measures,
— assist with furnishing plans, as well as room and function plans,
— be able to provide ground surveys, either themselves or with sub-suppliers,
— assist with traffic analyses, noise analyses and air quality analyses.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers shall be a legally established company.
Documentation requirement:
— Norwegian companies: Company Registration Certificate;
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers shall have sufficient financial capacity.
Documentation requirement:
— Credit evaluation/rating, not older than six months, based on the last known accounting figures.
The contracting authority can obtain further credit ratings or other financial information such as, but not limited to, the annual accounts including notes, the board's annual reports and the auditor's reports.
Teknisk og faglig kapasitet:
Tenderers shall have a quality assurance system.
Documentation requirement:
— Account of the company's quality assurance system.
Instead of an account, a certificate will be accepted for the company's quality assurance system, issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards, for example ISO 9001.
— Tenderers must have the capacity to fulfil the contract.
Tenderers shall have a minimum of four relevant resources, i.e. practising architects with formal education who can continually cover the work and extent.
A statement of the tenderer's average workforce and the number of employees in the last three years (can be an organisation chart).
Note! This point will be used for any selection, see the qualification documentation, point 2.4.
Tenderers shall have good experience from equivalent assignments. *
Equivalent assignments will be seen as, amongst other things:
— feasibility studies and sketch projects for alterations/renovations of existing buildings.
— assignments from nurseries, nursing homes or sheltered accommodation flats.
— energy and environmental measures on buildings.
— building applications/responsible applicant.
— furnishing plans including room plans.
Documentation basis:
— A list of the most important deliveries and services provided during the last 3 years, including information on:
— Value;
— Date;
— Name of the public or private recipient.
Documentation is to be given by filling in annex 4 ‘Reference Project Overview’.
— Tenderers ought to submit a minimum of 3 and a maximum of 6 certificates from previous contracting authorities, containing information on whether or not the work was professionally and properly executed.
Annex 3 ‘Template reference certificate’ can be filled in, or the tenderer can submit a separate form filled in by previous contracting authorities.
The contracting authority reserves the right to contact references from the list of references or reference certificates.
It is the tenderer's experience as a whole that is relevant, not individual persons.

Out of the received enquiries, the contracting authority will invite the 7-9 tenderers who, after a ranking, are the best qualified to submit a tender. The assessment of which tenderers are the best ranked will be made on the degree of fulfilment of the qualification requirement for experience from equivalent assignments, see point 3.3.3.
