Restoration of Organ In St Jørgen Kirke, Bergen

Stiftelsen Bymuseet in Bergen hereby invites tenderers to apply for pre-qualification on restoring of the organ in St Jørgen Church in Bergen.
The pre-qualification is announced with deadline for delivery 18.4.2016. The selection will thereafter be processed according to the Contracting Authority's procedures, with a decision anticipated on 1.5.2016. 3 tenderers will be selected from the pre-qualification round to participate in phase two of the competition. The competition will be executed as a Negotiated procedure according to the regulation on public procurement part I and III Procurements over the EEA threshold value. Refer specifically to §14-3 regarding reasoning for selection of negotiated procedure.
Description of the assignment.
The Leprosy Museum St Jørgens Hospital is a cultural monument of national significance. The church building is utilised as a museum in addition to some church activities. The procurement will occur under close cooperation between Stiftelsen Bymuseet in Bergen and it's insurance company as this is part of an insurance settlement.
The organ in the church was supplied by E. E. Walcker & Cie. in 1937, reusing the pipework from the church's previous organ, which was built in 1870 by Claus Jensen. This instrument was removed along with the gallery it stood in, and the Walcker organ was then set up in a room in the tower with sound openings toward the nave and playing console on the gallery beneath. It received 11 voices and two transmissions, electric tracture and both task charger and cone charger. After the war, the church was no longer in regular use. Therefore the organ was preserved in original condition and was in normal functional condition, until 2013 when there was humidity damage in connection with the extinguishing work after a fire.
The restoration will include a complete reconditioning following strict musicological guidelines. This involves the preservation of as many original parts of the organ as possible, either through reuse where possible and respectful repairs, and only in absolutely necessary circumstances replacement with the most accurate copies, or that the existing parts are cleaned and preserved in place, at the same time as newer, functional parts are placed around the original. A combination of different solution may also be assessed. Regardless of the chosen solution, the motive for preservation of original parts and technical documentation value should be safeguarded. The acoustic pattern shall be preserved unchanged. It is a requirement that after the restoration, the organ shall function well and problem free under all relevant climatic conditions. The plans shall be approved by Fylkeskonservatoren in Hordaland.

Økonomisk og finansiell stilling:
The company shall be credit worthy and not be under debt negotiations or bankrupt (share capital), liquidity, equity to assets as well as total turnover must be analysed). Documentation Requirement: Tenderer must be able to document, good, solid and orderly economy. Therefore, a credit report/credit rating from the last financial year, showing a good rating from an approved company, should be delivered together with the tender offer. Annual Financial Statement shall not be delivered.

Teknisk og faglig kapasitet:
The tenderer shall have a quality assurance system that safeguards the Contracting Authority's performance requirements. Documentation Requirement: Documentation on the tenderer's quality assurance system, management system and internal control.
The tenderer must be able to document relevant experience from successful restoration works of relevant and equivalent projects. Building of new organs is not considered relevant experience in this case. Documentation Requirement: Self-declaration with statement of how the project is executed, the organ's build and build year, size, which works the contract includes, dates and the contract's value and Contracting Authority.
