On behalf of Salangen municipality (the Contracting Authority) we invite tenderers to participate in an open tender contest — a parallel framework agreement for the procurement of residential and care services. Finnut Consult AS is assisting with the implementation of the tender competition. The contracting authority requests tenders for the period 2016-2019 with option for 1 year prolongation of the contract. The services shall start at the latest by 26.1.2016.
In 2015 the included services were procured for approx. 5 000 000 NOK. The historical consumptions can, with major reservations, only be used as an estimate for the expected consumption in the next period, as the requirement for residential and care services vary. The contracting authority will not be bound to procure services for a fixed sum, but will procure services when needed. The contracting authority wishes to emphasise that the tender should be in accordance with the instructions described in the Mercell system. Incomplete tender responses, or responses containing reservations, errors or ambiguities that may create doubt about how the tender should be assessed, will be rejected. Non-compliance with the tender documentation shall be described clearly and precisely.

The service provider is required to have a functional manager in 100 % position with education in health and social studies at minimum university college level, and with minimum 3 years relevant work experience. The tender shall include a CV for the functional manager.

The service provider shall have competence to prepare an A4-resolution in accordance with the Health and Care Services Act and the Patients' and User's Rights Act. The tenderer shall in writing confirm that he is obliged to provide services in accordance with this requirement.

There should be continuity in the delivery due to users' requirements. A fixed number of employees in a consistent rota system are therefore required. The tenderer shall in writing confirm that he is obliged to provide services in accordance with this requirement.

The service provider is responsible for presenting a valid certificate of good conduct.
