Rescue blankets for Frontex operation OP Triton in the Mediterranean

Kripos, hereafter called the Contracting Authority, shall enter into framework agreement for the procurement of rescue blankets to the Frontex operation OP Triton in the Mediterranean. The blankets shall be used under transport of migrants on-board, and the objective is to protect against the cold, wind and sea-spray during the voyage.
Further information concerning the procurement is stated in Annex A Requirement Specification.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Tenderer shall substantiate that the enterprise is legally established.

— Norwegian companies: Company Registration Certificate.

— Foreign companies: Proof that the company is registered in a professional registry as determined by the law of the country where the tenderer is established.

The certificate should not be more than 12 months old.

Tenderers shall document that all obligations relating to the payment of taxes and duties are fulfilled.

— Certificate of paid tax and VAT (can be ordered on Altinn). The certificate must not be more than 6 months old, calculated from the deadline for submission of the tender offer.

— Foreign tenderers must provide certificates from authorities equivalent to the Norwegian authorities.

Tenderers will provide official certification that they have no outstanding unpaid taxes and duties.

— Certificate of paid tax and VAT paid (can be obtained from Altinn). The certificates must not be older than 6 months calculated from submission of the tender.

— Foreign tenderers will present equivalent certificates issued by their corresponding national authorities.

Økonomisk og finansiell stilling:

Credit evaluation/rating from a credit assessment institution, not older than 6 months.

Minste nivå(er) av standarder:

Tenderer must have a credit rating that is not lower than A (Dun & Bradstreet) or equivalent.

Teknisk og faglig kapasitet:

— The tenderer must enclose a list of the three (3) most important, relevant deliveries during the last five (5) years, including information concerning value, date and recipient (name, telephone number and e-mail address). References will be contacted if necessary. The contracting authority's own, objective documented experience can be used on an equal basis with the other references.

— Tenderer shall attached either the first page of a signed agreement between the parties, or a self-declaration from the sub-contractor/collaborating partner/agent that the co-operation has begun. Furthermore, the sub-contractors/collaborating partner shall confirm that the stake holders can dispose offered resources during the agreement period.

— If the tenderer negotiates his own tender offer through an agent, the agent's role in relation to the contract shall be specified.

— Tenderers shall document their system for quality assurance/quality management. If the tender is certified in accordance with internationally recognised standards for quality assurance/control, it is sufficient to attach a copy of the issued certificate. If the tenderer is not certified, the quality system must be documented. The documentation shall — at a minimum — include procedures/routines:

— Security of supply;

— Dealing with deviations and claims;

— Approval of sub-suppliers;

— Quality assurance of the production (quality plan);

— Final control;

— Tenderers shall enclose an account of their environmental management system. This documentation requirement also applies for any sub providers/manufacturers.

If a tenderer is certified in accordance with internationally recognised standards for environmental management, it is sufficient to enclose a copy of the issued certificate.

Minste nivå(er) av standarder:

— Tenderers shall have experience from a minimum of three equivalent deliveries.

— Tenderers shall have established connections with any sub suppliers/collaboration partners/agents and shall have the right of use of the offered resources during the contract period.

— Tenderers shall have a good and well functioning system for quality assurance/quality management.

— Tenderers shall have a good and well-functioning environmental management system.
