Replacement of defibrillators for intra-hospital use

Helse Bergen HF intends to execute a full replacement and standardisation of defibrillators at Haukeland University Hospital and Voss Hospital. The Contracting Authority wants a quick and smooth replacement process that is carried out during the first quarter of the agreement. Further, the framework agreement should provide the possibility for supplementary purchasing and further standardisation of Helse Bergen HF throughout the entire agreement period. Haukeland University Hospital currently has the following equipment from Physio Control that is to be replaced:
— 11 Defibrillators with monitoring possibilities (Lifepak 12).
— 44 Manual defibrillators (Lifepak 20).
— 105 Completely automatic heart starters (Lifepak CR plus).
The Contracting Authority wants tender offers on three different types of defibrillators for use in hospitals (intra-hospital):
1. Defibrillators with monitoring possibilities.
2. Manual defibrillators.
3. Completely automatic defibrillators.
The equipment offered shall be delivered complete with the necessary accessories/consumables and additional equipment, ready to use.
Fitness equipment, as well as the necessary consumables for the fitness equipment, shall be included in the tender offer.
Intended use.
Through standardisation of defibrillators the Contracting Authority expects more effective and correct use of the equipment so that patient safety is safeguarded in an optimal manner.
The defibrillators shall be used intra-hospital and include monitoring of unstable patients, cardioversion of cardiac arrhythmias and the resuscitation of patients with cardiac arrest.
All monitoring and therapy functions on the requested defibrillator types must be able to be adapted so that they can be used on both children and adults.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
A. Norwegian tenderers are required to have fulfilled their tax and VAT payment obligations.
A: Documentation Requirements:
Certificate for tax and for VAT. Issued by the Norwegian Tax Administration.
The certificates shall be issued on the Tax Directorate's form RF-1316 or another form that provides the same information.
The certificates shall not show significant arrears. The certificate must be no older than 6 months from the submission date of the offer.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
B. It is a requirement that the tenderer is a legally established company.
B: Documentation Requirements:
The tenderer can document this by submitting a copy of their Company Registration Certificate. Foreign companies shall submit proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:
A. The supplier must have the financial capacity to fulfil the assignment/contract.
A: Documentation Requirements:
Credit evaluation/rating, not older than 6 months, and which is based on the last known fiscal figures. The rating shall be carried out by an officially approved credit rating institution.
We retain the right to collect a credit rating on our own initiative from a reputable rating company.
The rating must be at least A or better, measured against the AAA Soliditet's scale — or equivalent score from another reputable rating company.
Companies without a satisfactory credit rating, newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to submit a credit rating as documentation that the qualification requirement is satisfied. In such circumstances, they will be able to compensate with a satisfactory guarantee from a bank and/or guarantee from a parent company with a satisfactory credit rating which provides an equivalent security for the implementation ability. These alternative documents must be included with the tender.

A. The tenderer is required to have adequate experience from similar assignments. Similar assignments are seen as the delivery of such performance as encompassed by the competition for major public departments/companies or to major private corporations.

B: Documentation Requirements: If the routines that are described in the Tenderer's quality assurance or management system are in accordance with ISO standards or equivalent third party verification system, it is sufficient to enclose a valid certificate with information on where this is described. Alternatively, an existing system and routines that substantiate that the requirement is fulfilled can be described.
