Porsgrunn Housing Foundation's ambition is to internally rehabilitate/upgrade a large number of the flats in the next few years.Of consideration to the residents, it is particularly important to the Contracting Authority that the rehabilitation/upgrading is executed as effectively and rationally as possible, so that the residents/tenants can move back in as quickly as possible. The Contracting Authority envisages that the tenderers shall not use more than four to a maximum of 6 weeks working on each flat from start to finish.It is primarily flats with a size of 40 m² and 50 m², see also part 2-1, Price Book with price summary.

The Contracting Authority intends to enter into a framework agreement with up to 3 contractors, provided that there are a sufficient number of suitable tender offers received.

It is estimated that approx. 105 flats will be rehabilitated/upgraded during the agreement period. Per year this is approx. 30 flats. The Contracting Authority emphasises that the figures are only estimates and that the actual volume may vary from year to year.

Tenderers are required to be a legally established company:

— Company Registration Certificate: certificates of registration in professional registers as determined by legislation in the country where the tenderer is established.

— Foreign companies: Registration certificates in professional registers as determined by legislation in the countries in which the tenderer is established. The documentation shall, as a minimum, state: The company's name, registration number, business address, who can act on the company's behalf/sign on behalf of the company.

Økonomisk og finansiell stilling:

The supplier must have the economic capacity to carry out the assignment/contract:

— Annual Financial Statements for the last 2 years.

— The tenderer shall, at a minimum, have credit rating degree B or equivalent.

Documentation Requirement: Credit rating from a certified credit rating company, not older than 6 months. The credit rating shall apply to the company that requests participation in the competition.

Teknisk og faglig kapasitet:

The tenderer shall have good competence and experience from assignments of equivalent complexity and size:

— Description of at least 3 equivalent assignments during the last 5 years.

The tenderer shall have sufficient capacity to carry out the assignment.

— Overview of the company's staffing.

— Must be documented with a self-declaration for the assignment. Contractors will be obliged to provide the necessary resources (including any engineering design services, sub-suppliers etc.) to carry out the assignment in accordance with the planned progress.

The tenderer shall have a quality system:

— A copy of the system certificate issued by an accredited certification body or equivalent documentation.

— If a system certificate cannot be presented: An account of the tenderer's quality system. Applies to progress, quality assurance of the work and HSE. Maximum 2 x A4.

The tenderer shall as a minimum have central or local certification in enterprise classification 2 for the relevant works, or be qualified for such certification according to the Planning and Building Act:

— Copy of certification in accordance with the Planning and Building Act or alternatively documentation that substantiates that the tenderer will achieve certification for the relevant works.

— Foreign Tenderers must present equivalent documentation in accordance with the legislation in the countries where the company is established.

The tenderer shall have a suitable project organisation:

— The organisation plan for this assignment, which shows how this project will be organised.

— The plan shall also show the number of own employees, hired, sub contractors etc. Tenderers shall only have 2 links in the execution chain.

— A statement of the implements, machinery, tools, materials or technical equipment at the disposal of the tenderer for execution of the contract.

The tenderer's key persons shall understand written and oral Norwegian.

— The tenderer shall confirm that key persons understand written and oral Norwegian.
