Registration solution for building and construction crews — fixed and mobile readers

The registration solution under this actual procurement is planned to be utilised for the registration of crews on some current venues for building and construction. The collected information shall be transferred to Oslo kommune's new system for supplier follow-up (the procurement of this is not completed). It is planned that the crew data is registered with the help of an HSE card (previously building card) issued (on behalf) of The Norwegian Labour Inspection Authority. Fixed readers for crews under this agreement are planned to be utilised mainly for the registration of crews on outdoor venues. Therefore there will be a requirement for solid readers with the ability to tolerate external influences both weather wise and in terms of vandalism. It is also appropriate to use the same readers as the fixed readers indoors, possibly in a version without the same requirements to tolerate external influences. To some degree it is also planned to use the readers as mobile readers.

Fixed readers for crews under this agreement are planned to be utilised mainly for the registration of crews on outdoor venues. In addition to the procurement of fixed readers, the contracting authority is planning the procurement of an application for use on smart phones/internet tablets. This will ensure registration of crews on the building sites/maintenance venues where it is not planned to mount fixed readers. Through a phased establishment, the aim is that all developers or those ordering tradesmen services related to municipal agencies in Oslo kommune shall use the municipality's new core system for supplier follow-up. In the meantime there is high uncertainty connected to how many venues will be covered by the different registration solutions. The first phase comprises the three property companies, Undervisningsbygg (UBF) (Municipal Undertaking for Educational Buildings and Property), Omsorgsbygg (OBY) (Municipal Undertaking for Social Service Buildings) and Boligbygg (BBY) (Municipal Undertaking for Social Housing). It is planned to use registration solutions under this current procurement to register crews at all schools (approx. 180) that are managed by the Municipal Undertaking for Educational Buildings and Property. The Municipal Undertaking for Social Service Buildings plans to use the application for mobile telephones/internet tablets at their approx. 650 fixed installations. The Municipal Undertaking for Social Housing (BBY) plans to use this same application in connection to it's assignments in approx. 11 000 flats (approx. 150 concurrent assignments).

Objektive utvelgelseskriterier:
Of the received requests for participation in the competition, the contracting authority will invite the tenderers who best fulfil the requirement specification associated with experience. The Contracting Authority will evaluate the tenderer's documentation under the current qualification requirement and give points on a scale from 0-5. The tenderer who best fulfils the requirement will receive 5 points. The other tenderers will be given a point score that mirrors relevant differences in the requests. A minimum of 5 and a maximum of 50 tenderers, providing there is a sufficient number of tenderers, will be assessed as qualified.

Oslo kommune is, in accordance with the current rules, not obliged to set a maximum number of tenderers who will be chosen to participate. The doffin portal, however, requires that a maximum number is entered. The Contracting Authority has therefore chosen to set 50 as the maximum number. The Contracting Authority retains the right to limit the number of tenderers who are invited to submit tender offers.
