Recipient studies of fjord systems around Bergen

The objective of the assignment is to carry out recipient studies of the fjord systems around Bergen. The water regulations sets requirements that the water source shall have a good ecological status. The municipalities around Bergen are facilitating that the sewage treatment should be on a level that safeguards this requirement.
The discharge permit for municipal sewage water, sets requirements for recipient studies. The recipient studies shall map what possible influence the sewage water has on the water sources, and ensure regular monitoring of the water sources that are affected by sewage water. Comprehensive recipient studies of the fjord systems around Bergen have been carried out from 1973, in 5 year periods up until now. The last study was carried out in the period 2011-2015.
The objective of the assignment is 3 fold:
A) Secondary treatment plan for Bergen kommune:
Carry out recipient studies outside of the 4 treatment plants (Kvernevik, Ytre Sandviken, Holen and Flesland) that are upgraded to secondary treatment. 3 of the plants are open and undergoing commissioning. The last plant will undergo commissioning during autumn 2016. In addition, recipient studies shall be carried out outside of Garnes treatment plant (grate) that is planned for upgrading to secondary treatment.
The objective is to be able to document the expansion of the discharges from the sewage treatment plants, and to be able to demonstrate the changes before the development, during the development and after the upgrading of the treatment plants is completed.
B) Existing plants, Bergen kommune:
Carry out recipient studies outside of 8 other small treatment plants (multi-stage grates). A pre-study shall be carried out in the recipient, possibly establishment of new base stations near the existing discharge. In the next few years it shall be decided which plants shall be upgraded, and if new facilities shall be built, or if the sewage water shall be transferred to the existing upgraded treatment plants.
C) Studies in other municipalities:
Askøy kommune: Studies shall be carried out outside of the 5 existing treatment plants. The studies shall document what affect is in the near vicinity and on the recipient as a whole. In addition, it will be considered whether to take more tests outside of the new treatment plant Sahara, possibly to create new stations in connection with new discharge pipes from Sahara.
Os kommune: Studies shall be carried out in the recipients outside 3 to 4 treatment plants, depending on the progress of the new Ohara treatment plant. The studies shall document what affect is in the near vicinity and on the recipient as a whole. It must be determined if it is necessary to set up new stations in connection with new discharge pipes from Ohara.
Sund kommune: Studies shall be carried out of 3 recipients outside of municipal sewage treatment plants. The studies shall document what affect is in the near vicinity and on the recipient as a whole.
It may be necessary to include several municipalities in the area during the study.
More detailed information and details of the assignment will be in the tender documentation.
A study program has been prepared, planned over 4 years with start up in January 2017. The program is based on previous studies from 1973 up until now.
The studies shall be carried out in-line with the program that exists for the study, along with the applicable version of TA-1890.

The number of stations is approx. 16. 3-test takings will facilitated at each station in the year that seabed tests are taken;— The scope of sampling in other municipalities: It can be relevant to include multiple municipalities. The number of tests is estimated to be: Sediment: 3 stations, littoral zone 2, water column 2.The scope of the procurement is approx. 3 000 000 NOK per annum.The total contract value including options is approx. 12 000 000 NOK.

Sund kommune: Studies shall be carried out of 3 recipients outside of municipal sewage treatment plants. The studies shall document what affect is in the near vicinity and on the recipient as a whole.

It may be necessary to include several municipalities in the area during the study.

More detailed information and details of the assignment will be in the tender documentation.

— Seabed: As a starting point, soft-bed fauna shall be studied in all of the relevant recipients. Test taking once in the year testing is carried out at the relevant station. The number of stations is estimated to be approx. 16 in the entire period;

— Littoral zone: Quantitative and semi-quantitative studies will be carried out in some of the recipients, site studies of the littoral zone may also be necessary. The number of stations is estimated to be 3 that will each be studied once;

— The water columns: Relevant parameters are: chlorophyll a, temperature, salinity, oxygen, nutrient salts, bacteria, water transparency. The number of stations is approx. 16. 3-test takings will facilitated at each station in the year that seabed tests are taken;

— The scope of sampling in other municipalities: It can be relevant to include multiple municipalities. The number of tests is estimated to be: Sediment: 3 stations, littoral zone 2, water column 2.

The scope of the procurement is approx. 3 000 000 NOK per annum.

The total contract value including options is approx. 12 000 000 NOK.

Requirements: The tenderer should have his tax payments in order.

Documentation:

Tax certificate, issued via Altinn, The Tax Office or the Tax Collection Office. The certificate shall not be issued more than 6 months prior to the tender deadline.

Foreign tenderers are to provide certificates from corresponding authorities in the countries where they are registered for tax.

If the authorities in the respective countries do not issue such authorisation, the tenderer must present a self-declaration regarding whether there are arrears on taxes and if so, the amount of these. The self declaration must be signed.

Requirements: The tenderer should have his VAT payments in order.

VAT certificate, issued via Altinn, The Tax Office or the Tax Collection Office. The certificate shall not be issued more than 6 months prior to the tender deadline.

If the authorities in respective countries do not issue such authorisation, the tenderer must provide a self-declaration form regarding whether there are arrears on value-added tax and if so, the amount of this. The self declaration must be signed.

Requirements: The tenderer shall be a legally established company.

Company Registration Certificate, not issued more than 6 months prior to the deadline for requests to participation. Foreign tenderers must prove that the company is registered in a professional register or business register, as prescribed in legislation in the country where the tenderer is established.

Økonomisk og finansiell stilling:

The tenderer must have sufficient economic and financial capacity to complete the contract.

Documentation:

Tenderers can document their economic/financial capacity in 1 of the following ways:

— Credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with equivalent certification in a member country in the EU/EEA. The credit rating report must be based on updated accounting information.

— Last year's approved Annual Financial Statement including the board's annual report and the auditor's statement. Recently established companies that cannot present approved annual accounts can submit the accounts that have been completed.

— Appropriate bank/parent company guarantees and/or relevant liability insurance. The Contracting Authority will regard bank/parent company guarantees or relevant liability insurance as suitable if these documents cover the Contracting Authority's financial risk where the tenderer does not have the financial or economic capacity to fulfil the contract. The Contracting Authority's financial risk means economic loss caused by non-fulfilment of the contract. Parent Companies providing guarantees must document that they themselves comply with the requirement for ‘the company's solidity’.

The tenderer is free to provide other information that can be seen as relevant for the assessment of whether the company's solidity requirement is fulfilled.

The Contracting Authority reserves the right to obtain credit rating reports.

All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled.

Teknisk og faglig kapasitet:

Requirement: Ability to fulfil the contract:

The tenderer is required to show good ability to carry out the assignment in accordance with the needs of the Contracting Authority. The tenderer is therefore required to have sufficient capacity to be able to complete the task.

Documentation:

— Overview of the number of man labour years with competence for the disciplines required for fulfilling the delivery;

— Overview of equipment that shall be used in the execution of the delivery.

Requirement: Accreditation for field and analysis work.

The assignment requires the tenderer is accredited for field and analysis work, or has an equivalent quality management system for field and analysis work approved by a qualified neutral body, cf. The Pollution Regulation § 14.9.

— Minimum requirements are specialist area 3 003 Sampling of bottom sediments and P32 Professional assessment and interpretations;

— In addition, the following specialist areas must be executed accredited, P21 Taxonomy, P12 Chemical Analysis and P16 Microbiological Analysis.

Documentation of approval from a qualified neutral body, or documentation that demonstrated that accreditation will be granted prior to the point in time for signing the contract.

Requirements: Experience from similar assignments.

The tenderer is required to have good experience from similar assignments with equivalent scope and complexity.

The tenderer must complete attachment 3 — Reference form, concerning the 3 most important relevant deliveries in the last 3 years, including their scope (number of month-hours), value, point in time and contracting authority or recipient. There must also be an overview over contact person for each delivery as well as the contact person's telephone number and e-mail address. References will be contacted if needed to clarify relevance of the assignment. However, it is the tenderer's responsibility to provide a description substantiating relevance.

Requirements: Procedures for environmental management.

The assignment requires tenderers who have procedures and systems that ensure that the execution of the delivery has a low environmental impact.

Description of the company's procedures and systems for ensuring low environmental impact when carrying out the delivery.

If the company has environmental certification or ISO 14001:2004 (or a more recent version) or equivalent third party verified systems, such a certificate will be accepted as documentation for fulfilment of the qualification requirement.

If a tenderer will use other companies to be qualified in regard to the Contracting Authority's qualification requirements, the tenderer must document for the Contracting Authority that the tenderer will have control of the necessary resources, for example by submitting a commitment statement about this from the companies.

For a company supporting the tenderer's fulfilment of the qualification requirements, such documentation must be submitted as required in the relevant qualification requirement.

Any sub-suppliers must have the necessary qualifications, and it is the tenderer's responsibility to ensure that sub-suppliers have these. If the tenderer rely on sub-providers for being qualified, the documentation requirements in point 3.5 also apply.
