The objective of the assignment is to carry out recipient studies of the fjord systems around Bergen. The water regulations sets requirements that the water source shall have a good ecological status. The municipalities around Bergen are facilitating that the sewage treatment should be on a level that safeguards this requirement.
The discharge permit for municipal sewage water, sets requirements for recipient studies. The recipient studies shall map what possible influence the sewage water has on the water sources, and ensure regular monitoring of the water sources that are affected by sewage water. Comprehensive recipient studies of the fjord systems around Bergen have been carried out from 1973, in 5 year periods up until now. The last study was carried out in the period 2011-2015.
The objective of the assignment is 3 fold:
A) Secondary treatment plan for Bergen kommune:
Carry out recipient studies outside of the 4 treatment plants (Kvernevik, Ytre Sandviken, Holen and Flesland) that are upgraded to secondary treatment. 3 of the plants are open and undergoing commissioning. The last plant will undergo commissioning during autumn 2016. In addition, recipient studies shall be carried out outside of Garnes treatment plant (grate) that is planned for upgrading to secondary treatment.
The objective is to be able to document the expansion of the discharges from the sewage treatment plants, and to be able to demonstrate the changes before the development, during the development and after the upgrading of the treatment plants is completed.
B) Existing plants, Bergen kommune:
Carry out recipient studies outside of 8 other small treatment plants (multi-stage grates). A pre-study shall be carried out in the recipient, possibly establishment of new base stations near the existing discharge. In the next few years it shall be decided which plants shall be upgraded, and if new facilities shall be built, or if the sewage water shall be transferred to the existing upgraded treatment plants.
C) Studies in other municipalities:
Askøy kommune: Studies shall be carried out outside of the 5 existing treatment plants. The studies shall document what affect is in the near vicinity and on the recipient as a whole. In addition, it will be considered whether to take more tests outside of the new treatment plant Sahara, possibly to create new stations in connection with new discharge pipes from Sahara.
Os kommune: Studies shall be carried out in the recipients outside 3 to 4 treatment plants, depending on the progress of the new Ohara treatment plant. The studies shall document what affect is in the near vicinity and on the recipient as a whole. It must be determined if it is necessary to set up new stations in connection with new discharge pipes from Ohara.
Sund kommune: Studies shall be carried out of 3 recipients outside of municipal sewage treatment plants. The studies shall document what affect is in the near vicinity and on the recipient as a whole.
It may be necessary to include several municipalities in the area during the study.

A study program has been prepared, planned over 4 years with start up in January 2017. The program is based on previous studies from 1973 up until now.
The studies shall be carried out in-line with the program that exists for the study, along with the applicable version of TA-1890.

A study program has been prepared that covers the assignment including the water column, littoral zone and seabed.For A) Secondary Treatment Plant, Bergen kommune:— Tests of the seabed (benthic fauna and sediment character) shall be taken 1 to 2 times per year at approx. 10 stations;— Littoral zone (route analysis/semi-quantitative and/or dissemination) taken 1 time per year at approx. 8 stations/areas;— Water column tests (chlorophyll a, temperature, salinity, oxygen, nutrient salts, bacteria and water transparency will be taken 3 times per year (December/February, April, October) at approx. 8 stations;— It may also be necessary to include measurements of other pollution parameters, more stations, etc. during the study period.For B) The existing plants Bergen kommune:— During the period, tests shall be taken outside of the existing small mechanical treatment plants;— Seabed tests (benthic fauna and sediment character) shall be taken once during the period, at approx. 8 stations;— Littoral zone (route analysis/semi-quantitative and/or dissemination) taken once in the year seabed tests are taken, approx. 8 stations/areas;— Water column tests (chlorophyll a, temperature, salinity, oxygen, nutrient salts, bacteria and water transparency taken 3 times in the year that seabed tests are taken on the station (December/February, April, October) at approx. 8 stations;— It may also be necessary to include measurements of other pollution parameters, more stations, etc. during the study period.For C) Studies outside of plants in other municipalities:— In the period, tests shall be taken from the recipients with existing discharge. In addition, it will be determined if there is a need for further test taking in the areas where new discharge will occur. Basically, a test taking round has been set up for each recipient, but this can change;— Seabed: As a starting point, soft-bed fauna shall be studied in all of the relevant recipients. Test taking once in the year testing is carried out at the relevant station. The number of stations is estimated to be approx. 16 in the entire period;— Littoral zone: Quantitative and semi-quantitative studies will be carried out in some of the recipients, site studies of the littoral zone may also be necessary. The number of stations is estimated to be 3 that will each be studied once;— The water columns: Relevant parameters are: chlorophyll a, temperature, salinity, oxygen, nutrient salts, bacteria, water transparency. The number of stations is approx. 16. 3-test takings will facilitated at each station in the year that seabed tests are taken;— The scope of sampling in other municipalities: It can be relevant to include multiple municipalities. The number of tests is estimated to be: Sediment: 3 stations, littoral zone 2, water column 2.The scope of the procurement is approx. 3 000 000 NOK per annum.The total contract value including options is approx. 12 000 000 NOK.
