Purchase of fitting out of the agency's new goods vans

The Agency for Water and Sewage shall procure fitting out for a total of 27 goods vans, of which 19 goods vans with a payload of approx. 1 000 kg. and eight goods vans with a payload of approx. 500 kg. The fitting out shall be carried out in 2016 and 2017.
The agency has a contract for the delivery of 19 new goods vans with a payload of approx. 1 000 kg.
11 of the vehicles were delivered to VAV in April 2016 and are ready for fitting out. The agency has an option on the delivery of a further eight vehicles that will be delivered in 2017.
The 11 goods vans that have been delivered, should have been fitted out in April — May 2016.
Due to the termination of the contract with the supplier of the fitting out, VAV needs a new tenderer who can assist these 11 good vans as soon as possible and an option on the eight goods vans that will arrive in 2017. The agency needs to take the 11 vehicles into use. Therefore, these 11 goods vans must be fitted out as soon as possible after signing of the contract. Good vans with a payload of approx. 1 000 kg shall use the agency's mechanics, target group, pump group water/sewage, cleaning teams, plumbers, listeners and excavation team.
In addition to the fit out, all of the vehicles shall be equipped with warning lights as part of the agreement.
Beyond the above named, the agency has a need for simple fitting out of eight small goods vans with payload of approx. 500 kg, of which four will be procured in autumn 2016 and four are vehicles that the agency currently has. It is somewhat uncertain when the fitting out of the small goods vans will be carried out, but has been assessed that 6 vehicles will be fitted out in 2016 and 2 (option) in 2017.
Option:
As part of the plan, the Agency will enter into service and parts agreements for the fit outs.
To keep the fit outs in good condition and supplement with parts as needed, the Agency also needs service and partial agreements for the fit outs. The contract will apply for as long as the vehicles are owned by the agency.

The tenderer shall document that the enterprise is legally established.
Documentation requirement:
Norwegian companies: Company registration certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
The tenderer's tax and VAT payments shall be in order.
Documentation requirement:
Tax Certificate for tax and VAT, not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
The tenderer must have the financial capacity to implement the contract.
The company's last accessible Annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, as well as new information of relevance to the company's fiscal numbers; and
A credit evaluation/rating, not older than 3 months, based on the last known fiscal figures. The credit rating shall be carried out by a publicly certified credit rating institution.
The credit assessment date is requested to be visible in the document.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
Teknisk og faglig kapasitet:
A good ability to fulfil the contract is required, including satisfactory service and technical assistance.
Documentation requirement:
A description of the supplier's technical personnel and technical units the supplier has at his disposition to fulfil the contract, regardless of whether they belong to the company or not. An organisation chart can be enclosed as a part of the description.

The tenderer shall have a good and well functioning quality assurance system.
Certificate for the company's quality system/management system issued by independent bodies that confirms the tenderer fulfils certain quality assurance standards, for example ISO 9001:2008 or equivalent.
The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures.
