The Contracting Authority wants tender offers for the delivery of diver inspections on bridges, ferry and express boat quays in the Central Region. The objective of the procurement is to have the elements/structural parts that lie under the water on the relevant bridges and quays inspected, and to obtain updated condition assessments.
Main inspections shall be performed on foundations/erosion prevention under water for 72 bridges, 35 ferry quays and 5 express boat quays in the Central Region.

The bridges that shall be inspected in 2016 — 2018 are geographically distributed as follows: Møre og Romsdal (43), Sør Trøndelag (13) and Nord Trøndelag (16). In addition, 35 ferry quays and 5 express boat quays shall be inspected, distributed as follows: 25 ferry quays and five express boat quays in Møre og Romsdal and ten ferry quays in Sør Trøndelag. All ferry and express boat quays shall be inspected in 2016.A list (bridge list) of objects to be inspected is given in more detail in D.2. The bridge list is not exhaustive, and the tenderer must expect changes regarding the scope of objects to be inspected.All inspections shall be carried out in accordance with the Norwegian Public Roads Administration's handbook V441 (previously HB 136) ‘Inspection Handbook for Bridges’.Further details of the procurement are stated in the Tender documentation part D ‘Description/Requirement Specification’.

Tax and VAT certificates.
The company's tax affairs must be in order in relation to payment of tax and duties.
Tenderers shall enclose a tax and VAT certificate.
Norwegian companies: The certificate shall be as recent as possible and not older than 6 months old from the tender deadline. The certificate shall be issued by the Norwegian Tax Administration and it can be ordered in Altinn or at the tax collector or the Norwegian Tax Administration.

Foreign companies: In the case of foreign tenderers, certificates shall be presented which substantiate the fact that the tenderer has met the obligations in relation to the payment of tax and duties.
The tenderer must be a legally established company. Documented by Company Registration Certificate.
Økonomisk og finansiell stilling:
Annual Financial Statements for the last three financial years with auditor statements.
Minste nivå(er) av standarder: Tenderers shall have the economic basis to execute the contractual works.
Teknisk og faglig kapasitet:
Overview of the last 3 to 5 and most relevant equivalent assignments carried out during the last 5 years.
Diving Certificates and CV.
Minste nivå(er) av standarder:
The tenderer shall have experience from work of the same nature and degree of difficulty.
The diver's competence shall be in accordance with the regulation regarding execution of work, use of work equipment and associated technical requirements (regulations regarding execution of work).
The inspection leader and inspection diver must have relevant engineering education or equivalent education.
Relevant experience from inspections, condition inspections and damage repairs under water can compensate for lacking education.
