Purchase of consultancy services to OU process the new Property Division

Statens kartverk (The Norwegian Mapping Authority)

The Central Cadastre Database and Place Name Department [Matrikkel- og stedsnavnavdelingen] and The Registration Division shall merge to create a new Division — The Property Division, from 01.01.2017.
The objective with the OU process is to find the optimal organisation of both work assignments and resources from the following perspectives:
— Jointly develop our social mission/objective in line with changes in digital reality.
— The users should experience a better service both in regard to collation, quality assurance and management of property data.
— Identifying and extracting synergy effects connected to subjects, system management, system operation, regulatory development, business management/other support processes and collaboration with other entities.
— Awarding of any new assignments/areas.
— Identifying different cultures and develop a common practice, ‘this is how we do it’, based on The Norwegian Mapping Authority's values and the new divisions objective/social mission.
— Maintain a high degree of employee satisfaction.
The process should be inclusive and ensure broad participation from the entire organisation. We envisage a process that is based on current assignments, as well as taking into account future changes.

The contracting authority wants offers on:
— Project management.
— Preparation of the project plan in cooperation with the Contracting Authority.
— Execute and facilitate the project, as well as ensure lots in accordance with the plan.
— Report status to the Contracting Authority, frequency will be agreed upon with the Contracting Authority.
— Ensure good completion of the project, including preparation of a report recommending appropriate organisation. Additionally, the report should include recommendations for further processes.

— Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.
— Credit rating not more than six months old carried out by companies licenses by The Norwegian Data Protection Authority to execute credit ratings, should be enclosed with the tender offer.

If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.
