This procurement concerns the drawing of Protection and Indemnity (hereafter called P&I) insurance for the research vessel ‘Dr. Fridtjof Nansen’, as further described in the tender documentation.
Due to Economic Management Regulations in the state — Provisions on economic management in the state, determined 12.12.2003, § 20 it follows that:
‘The state stands as self-insurer, unless otherwise determined by the Ministry of Finance.’
Based on the navigational area for the new ‘Dr. Fridtjof Nansen’, that will primarily operate in developing countries in waters off Africa and Asia, the Norwegian Institute of Marine Research has asked the Ministry of Finance for permission to draw a Protection and Indemnity insurance for the new research vessel ‘Dr. Fridtjof Nansen’. This permission has been granted in a letter from the Ministry of Finance, dated 13.5.2016.

Egnethet til å utøve yrkesvirksomheten:

1. Mandatory Requirement: The tenderer must have submitted tax imposed duties to the tax authorities and paid VAT, tax and employer contribution. It is a requirement that the tenderer must not have arrears for payments of VAT, tax and employer contribution. If the tax certificates show arrears, a justification must be enclosed, as well as an approved repayment plan authorised by the tax authorities.

Documentation requirement:

— Tax and VAT certificate, issued by Altinn, the Tax Office or the Tax Collection Office. The certificates should be no more than 6 months old expiry of the tender deadline.

— Foreign tenderers are to provide certificates from equivalent authorities in the countries where they have tax obligations. If the authorities in relevant country do not issue such certificates, they can be replaced by a signed self-declaration given under oath or affirmation by a legal or administrative authority, a notarius publicus [notary] or other competent authority in the country of origin.

2. Company registration certificate:

Requirement of legal position: The tenderer shall be a legally established company be registered in a trade register, commerce register or company register as mandated by legislation in the country in which the tenderer is established.

Documentation requirement for fulfilment of the requirement for legal position:

— Company registration certificate from the Register of Business Enterprises;

— For foreign tenderers: Confirmation of registration in a trade register or company register as mandated by legislation in the country in which the tenderer is established.

3. Financial Requirement: The tenderer shall have certification/licensing from The Financial Supervisory Authority of Norway, to operate insurance business in Norway.

— Documentation that the tenderer has the necessary licence/certification.

— On The Financial Supervisory Authority's home page http://www.finanstilsynet.no, there is an overview of all insurance companies that are licensed to operate business in Norway. So that the Contracting Authority can check if the tenderers are certified n Norway, please supply the following:

0 Name and organisation number of the company as it is registered with The Norwegian Financial Supervisory Authority. In circumstances where tenderers and licensees are not the same legal company, for example, if it is a 100 % owned subsidiary company or own division/local department in a large concern that submits a tender offer, the relationship between the tenderer and the licensee must be further explained and documented.

Teknisk og faglig kapasitet:

1. Experience from equivalent agreements.

Documentation Requirement:. As documentation of fulfilment of this qualification requirement, tenderers shall provide at least three equivalent assignments in the last three — 3 - years as references. This is done by filling in the attached reference form, cf. annex 1.

The following should be provided here: Who was the recipient of the insurance services, which insurance services were supplied, information about the insurance value and the date for drawing of the insurance. The references may be contacted if needed for clarification of the contract's relevance, thus a contact person at the recipient/contracting authority and contact information shall be provided.

2. Competence and Resources.

— The tenderer shall briefly describe the company's service team with relevant competence of personnel that are intended to be used to follow up the insurance agreement with the Contracting Authority.

— The tenderer shall describe the company's routines for processing claims under the insurance agreement.

The tenderer shall have sufficient competence and resources for effective follow up of the requested insurance agreement.
