Production of The Parliament Game

The procurement shall cover The Norwegian Parliament's need for printing and production of the board game — The Parliament Game. Recipients and users of the game are primarily lower secondary schools and sixth form colleges.
The Storting building is 1 of the most important, symbolic Norwegian buildings. In 2016 it will be the 150 year jubilee of the opening. As part of marking the jubilee, a board game that shall be called ‘The Parliament Game’ will be delivered. The game should be knowledge based and closely connected with the competence aims of lower secondary schools and sixth form colleges in Social Studies and History. The purpose of the game is that the students shall have a fun game experience and at the same time learn about The Parliament and our political system.

Beskrivelse av opsjoner:
The customer should also have an option on further production of the entire game, or parts of the game, as needed. The option should be valid for 5 years from the signing of the contract. The tenderer shall not have unilateral right on the production.

The customer should also have an option that the tenderer sends games directly to recipients. If this option is not removed, the tenderer shall handle freight to one recipient in Norway. The customer will then handle further distribution.

Requirement:
Tenderers must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Documentation:
Certificate for tax and VAT. The certificate shall not be more than six months from the tender deadline. The certificate can be obtained electronically in Altinn. For further information, see Skatteetaten.no
For foreign tenderers:
Foreign tenderers must submit equivalent certificates from the country of origin, that substantiate that payment of taxes and duties is in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

The tenderer shall have good conduct.
The tenderer must, in a self declaration, confirm that the requirements in Section I Annex 2 have been fulfilled.
Økonomisk og finansiell stilling:
A credit assessment/solidity assessment from an acknowledged credit appraisal agency, based on the last accounting figures. The credit rating must not be older than 6 months when calculated from the tender deadline.
The key figures in the requirement must be presented together with an assessment of the tenderer's payment experience.
Minste nivå(er) av standarder:
The tenderer shall have sufficient financial capacity to fulfil the contract, including satisfactory turnover, earnings, degree of liquidity and equity. The payment experience must be satisfactory.
Teknisk og faglig kapasitet:
— List with overview of corresponding deliveries the previous 3 years. The list shall as a minimum contain:
— Name of the client;
— The contract value and scope;
— The date of the assignment;
— A brief description of the delivery;
— A description of the tenderer's quality assurance methods. If the tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to present a copy of a valid certificate;
— A description of the tenderer's;
— technical personnel and;
— technical units (machines, departments etc.);
that the tenderer has at their disposal for the fulfilment of the contract.

— The tenderer shall have experience with the execution of equivalent deliveries.
— The tenderer shall have satisfactory procedures for quality assurance.
— The tenderer shall have sufficient capacity to execute the procurement.
