The number of refugees that annually are settled in the municipality is based on political decisions. It is therefore extremely difficult to estimate the number of refugee residences that shall be established yearly in the agreement period. There are indications that the stream of refugees is decreasing, and that this will have a negative impact in that fewer refugees shall settle in the municipality. Based on previous figures, it is estimated that the municipality will settle approx. 50-90 refugees per year. Often multiple refugees, and often 1 family live per residence. This is only a rough estimate that is only meant to give the Tenderers a This is only a rough estimate and it is only meant to give suppliers a hint of the scope of the agreement. The scope of the Agreement can deviate from this during the agreement period. The Contracting Authority is not bound by the stated estimates/scope. The volume in the agreement period will depend on i.a. the Customer's need, political decisions and the number of refugees being settled. It is difficult to estimate the value of the framework agreement and the scope per product. The estimated number stated in the price form is only given in order to achieve a price comparison during the evaluation.

Økonomisk og finansiell stilling:
The Contracting Authority will carry out their own assessment of the Tenderer's economy through the business and account information system Bisnode AS (www.soliditet.no/creditcontrol) with the service CreditPro. The Contracting Authority will not accept credit ratings from other business and account information systems than Bisnode AS with the service CreditPro. The tenderer can enclose other necessary information in the tender if the Tenderer believes that Bisnode/CreditPro does not provide a correct picture of the economic situation.

Newly established companies: Newly established companies that have not built up a basis for credit rating must enclose a declaration from a bank or similar financing institution regarding the company's financial and economic position.
This also applies to foreign Tenderers.

The economic capacity to carry out the contract is required. The tenderer is required as a minimum to be Credit Worth, A in accordance with Bisnode AS with the service CreditPro, or have the economic capacity to carry out the contract based on the Contracting Authority's discretion in regard to attached documentation from the Tenderer.

Tenderer shall complete the Self-Declaration form on environmental management (annex 4). This should document that the requirement is met.
Social requirement:
The tenderer shall complete the Self-declaration form about Ethical and social requirements (Annex 3).

Environment:
To ensure compliance with environmentally relevant requirements in the contract, the tenderer is required to have sufficient relevant environmental expertise, management systems and procedures for quality assurance of the services covered.
Social requirement:
The tenderer is obliged to comply with ethical and social requirements within their own business in accordance with Annex 3 and assist with compliance of the sub-contractors that contribute to the fulfilment of this contract.
