Procurement of syringes and cannulas

The Norwegian Directorate of Health would like to secure access to syringes and cannulas for vaccinations for stand-by situations caused by infectious diseases, such as pandemic influenza. The Norwegian Directorate of Health shall also have the right to procure syringes and cannulas outside a stand-by situation if necessary.
The Norwegian Directorate of Health would like to enter into 2 framework agreements. 1 for the procurement of syringes and 1 for the procurement of cannulas.
Only 1 contract shall be signed for each of the 2 areas. Tenders can be submitted for 1 or both areas.
The framework agreements will be valid for 2 years, with an option for a further 1 + 1 years. The total contract period is 4 years.

The contracts will be valid for 2 years, with an option for a further 1 + 1 years. The total contract period is 4 years.

Company Registration Certificate.
Requirement: The tenderer shall be a legally established company.
Documented by: For Norwegian companies: A company registration certificate from the Brønnøysund Register Centre. For Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Certificates for paid tax, VAT and payroll tax.
Requirement: Tenderers must have fulfilled their tax, VAT and payroll tax obligations in accordance with the relevant legislation. Documented by: The new joint form (certificate) from the Norwegian Tax Administration. The tax certificate that is issued after 14.10.2014 is a joint certificate for tax, payroll tax and VAT. If a joint form is not enclosed, the requirement must be documented by a tax certificate and a VAT certificate. The certificate(s) shall not be older than 6 months calculated from the deadline for receipt of tenders. Any arrears or other irregularities must be justified.

Økonomisk og finansiell stilling:
Economic and financial capacity.
Requirement: The tenderer shall have sufficient economic and financial capacity to carry out the assignment/contract.
Documentation requirement: Credit evaluation/rating, not older than 12 months, based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution. Minimum requirement: The tenderer shall be credit worthy.

Teknisk og faglig kapasitet:
Implementation ability and capacity.
Requirement: The tenderer shall have sufficient implementation ability and capacity.
Documentation requirement: Tenderers shall describe the technical personnel and technical units that the tenderer will use for fulfilment of the contract.
Quality assurance.
Requirement: The tenderer shall have satisfactory quality assurance routines.
Documentation requirement: An account of the company's quality assurance/management system, to ensure that the assignment is being carried out in the most efficient and purposeful manner. Copy of a system certificate issued by an accredited certifying body or equivalent documentation of the quality assurance system.

Experience from similar assignments.
Requirement: The tenderer shall have experience from similar deliveries. This means major deliveries of medical equipment. Assignments do not need to have been for a stand-by situation.
Documentation requirement: Reference list of the tenderer's business over the last 3 years with relevance for this assignment. The reference list shall include the contracting authority's name, date and value of the assignment. What has been delivered and the function the tenderer had in the assignment, must be stated.
