Bærum municipality shall replace old, inefficient fittings with new, modern, efficient LED fittings.
The aim is to establish lighting installations that suit Bærum municipality's needs, both as regards design and light quality. Furthermore, the lighting shall be as energy efficient as possible without this affecting the quality. A lifetime of 25 years has been calculated for the lighting so that the operation and maintenance intervals and finances will be assessed throughout the lifetime.

Bærum municipality shall replace approx. 5 000 old fittings during a 2 year period, starting in 2016. Fitting arms shall be replaced on some wooden masts to 0.5m Ø40mm straight arms with a mast collar in the same operation. The replacement of steel masts is to be carried out on mast tops Ø60/76mm.The fittings shall light up 4 main types of roads, main roads (S), access roads (A), residential roads (B) and foot/cycle paths (G/S). The values in table 1 in annex 1 shall be used in the calculation basis for the fittings.The current installations with the mast distances challenges the possibilities to use the Norwegian Public Roads Administration's requirements for evenness in their defined lighting classes. An average mast distance and height of fittings is therefore given in table 1.15 000 00020 000 000

Options:

— CLO (Constant Light Output) as a system to fulfil the requirement for light reduction can be used. Can be included in the TCO analysis. Priced as an option.

— Integrated programmable automatic stand alone night dimming is wanted as a priced option. Dimming will be considered at 50 % for 4 hours a day. This can be included in the TCO analysis.

The tenderer's tax and VAT payments shall be in order. The documentation requirement is stated in the tender documentation.

The tenderer is required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the period of the agreement.

The procurement period will stretch over 4 years and a lot of emphasis will therefore be put on the manufacturer/the supplier's and the product's solidity. The documentation requirement is stated in the tender documentation.

A creditworthiness of A (creditworthy) is required to be eligible for this competition. Tenderers with a lower rating will be rejected.

Teknisk og faglig kapasitet:

— The tenderer is required to have an organisation that has the capacity to fulfil the contract.

The documentation requirement is stated in the tender documentation.

— Very good experience from equivalent contracts is required.

— A good and well-functioning quality management system is required for the requested services.

— Tenderers shall have ISO or Miljøfyrtårn certification.
