Politiets fellestjenester (Norwegian Police Shared Services)

The objective of the procurement is to enter into framework agreement with a general list supplier within sport and outdoor supplies, who will ensure access to a broad range of minor quantities of quality products that the service persons require as a supplement to clothing and equipment from police specific agreements. The agreement shall cover the need for clothing and other products within sports and outdoor life that are not covered in the existing or future police specific agreements.

These products were previously procured through many separate regional agreement and the items purchased were partially characterised by regional need. The agreements that will be drawn up will be the 1st national agreement for these types of items. Because of this, it is challenging to provide a precise and detailed overview of previous procurement. The anticipated value of the framework agreement is approx. 5 000 000 NOK annually with a gradual increase during the 1st year of the agreement while the regional agreements expire. Norwegian Customs and The Directorate of Norwegian Correctional Service also have the option to join the agreement. The option shall be triggered within 3 months of signing the agreement with the Contracting Authority. The contract period is 2 years from the date the contract is signed by both parties. The Contracting Authority has the option to extend the agreement on verbatim terms for 1+ 1 years, so that the total possible length of the agreement is 4 years.

Tenderer shall substantiate that the enterprise is legally established.

— Norwegian companies: Company registration certificate.

— Foreign companies: Proof that the company is registered in professional registry as determined by the law of the country where the tenderer is established.

The certificate should not be more than 12 months old.

Økonomisk og finansiell stilling:

Tenderers shall have the financial capacity to carry out the assignment/contract, this means a credit rating no lower than A (Dun & Bradstreet) or the equivalent. A credit evaluation/rating from a credit assessment institution, not older than 6 months.

Tenderers shall have established connections with any sub suppliers/collaboration partners/agents and shall have the right of use of the offered resources during the contract period — Tenderers shall enclose a commitment statement (self-declaration) from any sub-suppliers/collaborating partners. The commitment statement (self-declaration) shall at a minimum include; ‘X (sub supplier/collaboration partner/agent) confirms that Y (tenderer) can use the offered resources during the entire contract period’. Date and signed by X.

— Tenderers shall document which part of the delivery sub-suppliers/collaborating partners are responsible for;

— If the tenderer negotiates his own tender offer through an agent, the tenderer shall document the agent's role in relation to the contract.

Teknisk og faglig kapasitet:

Tenderers shall have experience from minimum 3 equivalent assignments. By equivalent assignment we mean the nationwide company agreements for delivery of sport and outdoor supplies with handling of many orders and delivery locations. The tenderer must enclose a list of the 5 most important, relevant deliveries during the past 3 years, including information about value, dates and recipient (name, telephone number and e-mail address). References will be contacted if necessary.

Tenderers shall have a good and well functioning system for quality assurance/management. Tenderers shall document their system for quality assurance/quality management.

If the tender is certified in accordance with internationally recognised standards for quality assurance/control, it is sufficient to attach a copy of the issued certificate.

If the tenderer is not certified, the quality system must be documented. The documentation shall — at a minimum — include procedures/routines:

— Handling deviations and claims;

— Approval of sub-suppliers;

— The process from receipt and registration of the ordering until delivery has occurred.
