Procurement of solution for curve and medication

This procurement is part of the program Regional Clinical Solutions (RKL) under Digital Renewal in Souther-Eastern Regional Health Authority. The project shall safeguard the further development and expansion of the functionality for curve and medication.
The area curve and medication supports is currently a number of paper based documentation processes in the hospital in the South-Eastern Regional Health Authority. Digitising of curve and medication and therefore an important pre-requisite to be able to introduce more comprehensive electronic solutions for the specialist health service as stated in the program mandate for RKL.
The South-Eastern Regional Health Authority has had regional projects in the area of curve and medication for a long time. Through previously executed processes, Akershus University Hospital, Oslo University Hospital and Østfold Hospital have procured and introduced the MetaVision system solution.
The overall objective is to introduce a thorough electronic curve and medication solution as a standardised, consolidated and regional solution at all of the hospitals in South-Eastern Regional Health Authority. The solution shall include both technical beds/treatment places (such as anaesthesia, intensive care, surgery), and other treatment places in the hospital (including i.a. Wards, day treatment and outpatient clinics). A joint regional solution for curve and medication will provide significant assistance in bettering of patient safety and quality of patient treatment and diagnostics. Also, a common regional solution will form the basis for better documentation of treatment results and resource consumption, and for clinical research
Curve is currently a term and a function that is connected to patients that are admitted or attend daily treatment. It is relevant to expand the use of the curve to the time line and also between stays at the hospital, whether the patient is home or helped by pre-hospital services. It is therefore desirable that the solution for curve and medication in the future can be developed for use in connection with this, if the Contracting Authority deems it appropriate.
The procurement comprises the purchase of regional solutions that shall cover the need for system solution in curve and medication at the hospitals under the South Eastern Regional Health Authority, that i.a. Includes any adjustments, introduction and maintenance of the solution.

Beskrivelse av opsjoner:

The following five non commercial hospitals (non-profit/foundations) will be included in this procurement in the form of options:

— Betanien Hospital;

— Diakonhjemmet Hospital;

— Lovisenberg Diakonale Hospital;

— Martina Hansens Hospital;

— Revmatismesykehuset [Revmatisme Hospital].

Three (3) health authorities that currently have the MetaVision solution will most likely be included in this procurement in the form of options, but that has not yet been clarified. The tender documentation that will be sent out to qualified tenderers will state whether the following health authorities will be included in the procurement in the form of options or not:

— Akershus University Hospital

— Oslo University Hospital

— Østfold Hospital

Parts of the requested scope may also be procured as options. The final distribution between fixed orders and options will be given in the tender documentation.

Qualification Requirement:

Tenderers shall present certificates for tax and VAT.

Documentation:

Tax and VAT certificate.

The certificate must not be more than 6 months from the tender deadline. Any arrears must be explained / justified.

Foreign tenderers must submit equivalent confirmation or self-declaration that government taxes and fees have been paid in the country where the tenderer has their place of business.

Qualification requirement:

Information verifying sound professional conduct.

If in the last 5 years the tenderer has been convicted for corruption, fraud or money laundering, or is guilty of criminal offences concerning professional conduct, the judgement and subject matter must be accounted for.

The service provider should be a legally established company.

Norwegian suppliers must provide an updated company register certificate.

Foreign suppliers shall provide authorisation(s) for statutory registration in the country where the company is established.

Qualification Requirement:

The Supplier shall have sufficient economic and financial solidity to be able to fulfil the contract obligations.

Documentation:

Latest submitted annual financial statements with notes including auditor's report.

Income statement and balance sheet for the last 6 months if it is more than 6 months since the last annual report.

Tenderers are free to substantiate their economic and financial standing with any other document, including for example a parent company guarantee.

The tenderer's capacity:

Tenderers shall have very good qualifications and capacity related to the contractual obligations. This means that the tenderer shall have the capacity to complete, implement, support and further develop the solution to all health authorities during the contract period.

Documentation:

A short and general description of the company and the company's organisation and areas of activity.

A brief description of the tenderer's relevant personnel and technical units that the tenderer has at their disposal for fulfilment of the contract.

Relevant deliveries and references:

Tenderer shall have delivered solution that are of relevance to the Contracting Authority's need outlined in the announcement.

List of the most important and relevant deliveries including information about content in the deliveries, value and dates, as well as the name of the public or private recipient.

Objektive utvelgelseskriterier:

Tenderers who fulfil the qualification requirements given in the announcement and fulfil the stated minimum requirements, will be considered qualified. If there should be a sufficient number of qualified tenderers, the Contracting Authority will selected a limited selection of tenderers to participate in the competition, however, a minimum of three (3) tenderers.

Any selection amongst qualified tenderers for participation in the competition will be based on a total evaluation of which qualification applicants best fulfil the following qualification requirements for participation in the competition.

— The Tenderer's capacity;

— Relevant deliveries and references.
