Procurement of snow clearing services

Oslo kommune, Vann og Avløpsetaten (W and S) (Oslo municipality, the Agency for Water and Sewerage Works)

The contracting authority needs snow clearing, gritting, salting, sweeping and washing of approx. 42 000 m² divided between different addresses in Oslo. In addition there will be possible extra work connected to transporting snow, which is estimated to 320 hours during the contract period.
The snow clearing shall be carried out on the service provider's own initiative at all addresses in accordance with the tender documentation annex 2 Address and Price List and at the latest:
— be started 1 hours after a snow fall of 5 cm;
— be completed 5 hours after a snow fall of 5 cm.

— The tenderer shall be a legally established company.

— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.

— Credit evaluation/rating, not older than three months, based on the last known accounting figures.

Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Kontraktutførelse
Andre særlige vilkår:
As some of the installations for the Agency for Water and Sewerage Works have security restrictions, tenderers must have the necessary authorisation to carry out the assignment. The tenderer and their representatives are obliged to comply with the Security Act and regulations, including compliance with confidentiality and ensure that unauthorised persons cannot gain access to security graded information cf. the Security Act § 12. The tenderer, including drivers, must be able to be authorised for level Restricted. The Agency for Water and Sewerage Works will carry out the necessary authorisation when the contract is signed.

Transgression of the security provisions and/or loss of necessary clearance/authorisation will be considered a significant breach of the tenderer's contractual obligations. The equivalent applies if the offered drivers do not achieve the necessary authorisation.
