Procurement of Police Helicopters and adjacent Services

The scope of the awarded contract shall be a contract for the purchase of 2 Police Helicopters configured with special police role equipment for daily operations and observation and for transport of Police intervention teams, together with repair and maintenance, logistics and training. Additionally, an option will be acquired for a third Police Helicopter that may be called for to expand the Police Helicopter Service to a 3 helicopter concept, in which 1 Police Helicopter will be configured and be available for surveillance and observation missions, 1 will be configured and be available for transport missions, and 1 Police Helicopter will be used for maintenance and training etc. Furthermore, the contract will include options for PFT to purchase 3 additional Police Helicopters for the purpose of replacing helicopters in case of loss of aircraft and to serve any further increased operative needs for the Police Helicopter Service in the future.
The Police Helicopters will operate from a base located initially at Gardermoen, and thereafter from the new National Emergency Response Center to be established in the vicinity of Oslo.
The Police Helicopters will provide services to Oslo and Central Eastern Norway, but also to other parts of the country upon requests from local Police Districts, including Øst, Sør-Øst, Innlandet, Agder, Sør-Vest, Vest, Møre og Romsdal and Trøndelag. It shall be possible to deploy at least one Police Helicopter at bases in other parts of the country for shorter time periods (e.g. 1 — 2 weeks) in connection with planned or unplanned events. The operating area may extend to the whole of Norway if PFT decides to call options for the purchase of additional helicopters. The tasks for the Police Helicopters will be special Police missions (observation, surveillance and transportation).
The Police Helicopters shall provide on-site Police Helicopter readiness 24 hours a day, 365 days a year, and shall be ready for immediate deployment no later than 15 minutes after notification.
PFT will provide, as ‘customer furnished assets’ (CFA) which do not form part of the procurement; pilots, crew, hangar and other general base facilities as well as general equipment that will be further identified in the ITT.

Egnethet til å utøve yrkesvirksomheten:

— The Candidate shall be a legally established company. Documentation required: Norwegian companies: Certificate of registration. Foreign companies: Proof of registration in trade register or registration in a register of business enterprises as described in the business legislation of the country where the company is established. Certificates shall not be older than 12 months calculated from the date set as deadline for delivery of request for participation.

— The Candidate shall be in compliance with rules and regulations regarding tax payments and VAT payments (only Norwegian companies). Documentation required: Tax and VAT certificate. Certificates shall not be older than 6 months calculated from the date set as deadline for delivery of the Prequalification Application. Any outstanding tax payments shall be duly explained.

Økonomisk og finansiell stilling:

— The Candidate shall have an economic and financial standing that makes it suitable as a provider of the Police Helicopters and adjacent Services. This includes having satisfactory liquidity and low risk of bankruptcy. Documentation required: The last 3 years‘ financial statements, or extracts from this (as a minimum income statements and balance sheets). An auditor‘s certificate for each year shall also be enclosed. The documentation shall include any subsequent quarterly financial statements. The documentation shall include sufficient information for the PFT to assess the indicators total equity, capital ratio, EBITDA and audit remarks.

Teknisk og faglig kapasitet:

— The Candidate shall have a well-functioning Quality Assurance system. Documentation required: The Candidate shall describe the quality assurance systems used by the Candidate in order to secure that the assignment is efficiently executed. Describe how this is implemented.

— The Candidate shall have sufficient experience from other relevant projects regarding delivery of helicopters, together with repair and maintenance, logistics and training, in particular delivery of SAR, Air ambulance and/or Police Helicopters. Documentation required: The Candidate shall provide a list of the main deliveries provided in the past 3 years (public and/or private). If the Candidate has had no new deliveries the last 3 years, the Candidate may instead account for deliveries currently in use and/or in the progress of being delivered. Evidence of helicopters and services provided shall be given: Where the recipient was a contracting public authority; in the form of certificates issued or countersigned by the competent authority. Where the recipient was a private purchaser; by the purchaser‘s certification. Failing this (at both the said accounts), simply by a declaration by the Candidate. The Candidate shall provide its reference cases with a description of the project, including time of delivery, the Candidate’s role, total contract value (and for the Candidate‘s part of the delivery), name of customer and other relevant information suitable to determine the Candidate‘s experience from similar projects.

— The Candidate shall have access to a certified maintenance organisation (EASA Part 145). Documentation required: The Candidate shall provide a certified copy of the maintenance Part 145 approval. If this is someone other than the Candidate, the requirement to provide a “Form of declaration of commitment“ must be observed.
