The scope of the awarded contract shall be a contract for the purchase of 2 Police Helicopters configured with special police role equipment for daily operations and observation and for transport of Police intervention teams, together with repair and maintenance, logistics and training. Additionally, an option will be acquired for a third Police Helicopter that may be called for to expand the Police Helicopter Service to a 3 helicopter concept, in which 1 Police Helicopter will be configured and be available for surveillance and observation missions, 1 will be configured and be available for transport missions, and 1 Police Helicopter will be used for maintenance and training etc. Furthermore, the contract will include options for PFT to purchase 3 additional Police Helicopters for the purpose of replacing helicopters in case of loss of aircraft and to serve any further increased operative needs for the Police Helicopter Service in the future. The Police Helicopters will operate from a base located initially at Gardermoen, and thereafter from the new National Emergency Response Center to be established in the vicinity of Oslo. The Police Helicopters will provide services to Oslo and Central Eastern Norway, but also to other parts of the country upon requests from local Police Districts, including Øst, Sør-Øst, Innlandet, Agder, Sør-Vest, Vest, Møre og Romsdal and Trøndelag. It shall be possible to deploy at least one Police Helicopter at bases in other parts of the country for shorter time periods (e.g. 1 — 2 weeks) in connection with planned or unplanned events. The operating area may extend to the whole of Norway if PFT decides to call options for the purchase of additional helicopters. The tasks for the Police Helicopters will be special Police missions (observation, surveillance and transportation). The Police Helicopters shall provide on-site Police Helicopter readiness 24 hours a day, 365 days a year, and shall be ready for immediate deployment no later than 15 minutes after notification.
