Helse Stavanger HF would like to enter into a framework agreement for the procurement of printed and electronic periodicals, as well as the accompanying subscription services. The contract includes periodicals that are ordered directly by our various departments and are connected to them. In addition our employees have the option to loan periodicals from the university library's academic libraries that are located in Helse Stavanger HF premises. The periodicals belonging to the university library's academic library are not included in this procurement.

Helse Stavanger HF is not aware what the total extent will be in the contract period. The assessment is made on the basis of the extent Helse Stavanger HF knows is currently relevant and is listed in the price form. The assessment of the stated price will be based on a 1 year subscription for printed periodicals and 1 year electronic access for electronic periodicals. Electronical access will be based on IP access, based on 5 000 FTE (full time employees), 700 doctors and 800 beds. Other periodicals than those listed in the annex can be ordered. Helse Stavanger HF is a large and complex organisation and it is therefore necessary that the tenderer can offer a broad assortment of periodicals, in particular within somatics and psychiatry.

The options must be taken up in writing within the contract's lifetime.

If 1 of the health companies takes up an option, a new contract will be signed between the service provider and the individual health company.

Requirement A: Norwegian tenderers are required to have fulfilled their tax and VAT payment obligations.

Documentation requirement: Certificate for tax and for VAT. Issued by the Norwegian Tax Administration. The certificates shall be issued on the Tax Directorate's form RF-1316 or another form that provides the same information. The certificates shall not show significant arrears. The certificate should not be more than 6 months from the tender deadline.

Requirement: Tenderers are required to be a legally established company.

The tenderer can document this by submitting a copy of their Company Registration Certificate. Foreign companies shall submit proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement A: The tenderer must have the financial capacity to fulfil the assignment/contract.

Documentation requirement: Credit evaluation/rating, not older than 6 months, based on the last known accounting figures. The rating shall be carried out by an officially approved credit rating institution.

We retain the right to collect a credit rating on our own initiative from a reputable rating company.

Companies without a satisfactory credit rating, newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Registre Centre will not always be able to submit a credit rating as documentation that the qualification requirement is satisfied. In such circumstances, they will be able to compensate with a satisfactory guarantee from a bank and/or guarantee from a parent company with a satisfactory credit rating which provides an equivalent security for the implementation ability. These alternative documents must be included with the tender.
