Procurement of On Board Equipment (OBE) for the Norwegian AutoPASS toll system

The objective of the tender contest is to enter into a framework agreement with suppliers of OBE for use in the Norwegian AutoPASS system. The contract is a framework agreement and the Norwegian Public Roads Administration shall enter into a contract with up to 3 independent suppliers. The call-offs that are awarded the suppliers are decided through internal mini tender contest.
After signing the contract, each supplier will go through a design, test and acceptance stage. Separate tenders to suppliers that are participating in the contract for OBE will be published in the call-off stage. The supplier shall provide plans for test implementations.
The contract period is 2 years with option for the customer to prolong the contract with 1 year + 1 year. The total contract period can be 4 years.
The total volume of OBE purchased during the previous contract period of 3 years is between 1 200 000-1 500 000 units. Due to reorganisation in the sector, and that the responsibility for ordering On Board Equipment can be transferred to other participants, the quantity of orders may be reduced in the next contract period. A great number of vehicles uses OBE in Norway, and the delivery of this equipment will either be a large quantity to a toll collection company, or include replacement of old equipment for the existing OBE owners.
