Kort beskrivelse:

1.1. Objective:

Utenriksdepartementet (UD) (The Ministry of Foreign Affairs), Forsvarsdepartementet (FD) (The Ministry of Defence) and Stortinget (The Norwegian Parliament), hereafter called the Contracting Authority, extend an invitation to participate in an open tender competition, with the intention of entering into an agreement about the purchase of Norwegian and foreign flags to cover Authority's needs during the period of the agreement.

1.2. Needs Description:

Norwegian and foreign national flags;

Norwegian and foreign table flags;

Norwegian swallow-tailed flags;

Norwegian pennants;

Norwegian vehicle swallow-tailed flags;

Norwegian national ribbon;

Sami flags (Laplander flags);

Sami table flags;

Table flagpoles.

The flags shall be used at The Norwegian Parliament, the Ministries and Norwegian foreign service missions and at honorary Norwegian consulates. The need will arise under visits, when flags are worn out and when setting up new stations.

6.1. Tax certificate:

Qualification Requirement:

— Paid taxes and duties;

Documentation requirement:

— A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations regarding payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on: skatteetaten.no If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see: skatteetaten.no The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.

— Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.

6.2. The organisational and legal standing of the tenderer:

— The tenderer must be a legally established company.

— Conduct: The contracting authority will employ a strict practice over service providers that can be connected to improper conditions. Tenderers must confirm that the company has not been legally convicted for the conditions described in annex 2 ‘Self-declaration on conduct’.

— Norwegian companies: Company Registration Certificate:

Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

— Annex 2 ‘Self-declaration on conduct’ shall be filled in and signed and enclosed with the tender.

Økonomisk og finansiell stilling:

Qualification Requirement:

— Credit worthy, without requirement for a guarantee.

Documentation requirement:

— An assessment of the credit worthiness, issued by an approved credit rating company.

The assessment shall contain the credit rating degree (rating) of tenderers, typically given with a rating code or brief text. The assessment shall include or have attached:

— An explanation on the rating code, and the scale of possible rating codes, and

— The partial assessments that are the basis for the rating, and

— Annual turnover.

The assessment should be based on the last Annual Financial Statements, and should not be issued earlier than 6 months when calculated from the deadline for submitting the tender offer/qualification enquiry. Date of issue must be apparent on the assessment.

Qualification Requirement:

— Experience is required from equivalent assignments in the last 3 years, by equivalent assignment, we mean assignments of equivalent nature and scope as described in Annex 1 to the contract;

— Ability to fulfil the contract.

Documentation requirement:

—The company's corresponding deliveries in the last 3 years, including their values, dates and recipients.

Overview of the tenderer's manpower/organisation plan and relevant competence and experience possessed, or planned affiliated the provider.
