Hedmark fylkeskommune (Hedmark County)

Procurement of environmentally friendly multi-function machines with additional equipment, and operation of these machines. Machines are needed for printing, copying and scanning of documents in various environments (offices, schools and other municipal/county entities). There is a need for machines with different capacity and finishing equipment. There is a need for solution that provide reliable printing, good printer accessibility (follow me), payment facilities and high uptime. There is a need for machines, systems and consulting that ensures good overall economy.
The contracts shall cover the procurement, hire and service, including consumables and travel costs. Paper and transparency fils are not included in the contract.

It is required that the tenderer has settled conditions in connection with payment of taxes and VAT Documentation requirement: Tax and VAT certificate, no older than 6 months calculated from the tender deadline (Norwegian tenderers only). The certificate can be obtained from Altinn.

The tenderer is required to be a legally established company. Documentation requirement: A company registration certificate shall be enclosed.
Økonomisk og finansiell stilling:
As a minimum requirement, the tenderer must not be subject to bankruptcy proceedings, debt negotiations or liquidation or have suspended activity. A credit rating from Bisnode (www.crediteasy.no) with a minimum score of 3 is required. For companies without a score in the Bisnode database, the Contracting Authority will consider the accounting figures in the database and, if necessary, obtain external assistance to assess the tenderer's economic and financial position. Tenderers with temporarily reduced credit rating due to notified fission/fusion or equivalent, may still be approved. The Contracting Authority will obtain credit rating/financial data itself.

Teknisk og faglig kapasitet:
Experience from at least 3 similar assignments during the past 3 years, is required. Equivalent assignments means the delivery and service of multi-function machines in Hedmark or Oppland with the same service apparatus that is planned for this delivery. Documentation requirements: the tenderer must provide a list of the most important deliveries during the past 3 years, including information concerning value, date and recipient (name and e-mail). The references will only be contacted if required.

The tenderer shall have sufficient implementation ability and capacity for implementation of the contract. Documentation requirement: Tenderers shall enclose an overview of the company's manpower divided between roles and geographical location in Hedmark or Oppland.

Tenderers shall have and describe quality assurance routines for the sale, delivery, preparation/installation, error searching/recovery, service, consultancy and ordering systems. Documentation requirement: Routines are to be described for the mentioned functions.

If the supplier is planning to hand over parts of the contract to sub-suppliers, provide a brief description of the sub-suppliers and indicate which parts they will perform. If a tenderer intends to use the capacity of other companies for the financial/economic strength and/or the technical/professional qualifications, documentation shall be enclosed that confirms that the tenderer can use the necessary resources at the sub suppliers, for example, a written commitment statement or a written cooperation agreement on this between the tenderer and the sub-supplier. Documentation requirement: Tenderers enclose a commitment statement from the companies in question or other proof that documents that the tenderer can use the offered resources.

The arguments for exceeding a 4 year framework agreement in this case are: — In the future we would like to procure machines to a greater degree instead of hiring them — The lifetime for multi-function machines is estimated to be 5 years — Due to compatibility with the follow-me system and in order to get as similar user interface on the machines as possible, we would like to replace all the machines in one location at the same time — The contracting authority sees that in the long term it will be appropriate to have a central follow-ed system for the entire municipality/county. By have a 5 year framework agreement/5-year lifetime for the machines, it will, in principle, be sufficient to have a maximum of 2 follow-me systems in operation at any 1 time.
