When a vehicle passes a toll station without an AutoPASS chip, a picture is taken of the vehicle's registration number. An attempt is first made to read the vehicle's registration number optically by the contracting authority's computer system. The service provider shall carry out a manual processing of pictures that the contracting authority's computer system cannot manage to read. The aim of the contract is to see to the contracting authority's need for services connected to manual picture processing. Purely factually the service comprises registering/entering the vehicle's registration number as it appears on monitor pictures. This is done via a web interface.

Tenderers shall be legally registered.
Documentation:
Norwegian companies: Company Registration Certificate, not older than 6 months before the tender deadline.
Foreign companies: Documentation, not older than 6 months before the tender deadline, which states that the tenderer is registered in a trade register or company register as mandated by the legislation in the country where the tenderer is established.

The company shall have its tax and duty payments in order.
Norwegian companies: Certificate(s) for tax, payroll tax and VAT, not older than six months from the tender deadline.
From 14.10.2014 a joint electronic certificate is issued for tax, payroll tax and VAT by the Norwegian Tax Authority.
Foreign companies: Certificate issued by the competent authority in the tenderer's home country, certifying that the tenderer has fulfilled it's obligations regarding taxes and fees in accordance with the legislation of the country in which the tenderer is established.

Økonomisk og finansiell stilling:
Tenderers shall have the financial capacity to fulfil the contract.
Documentation:
The annual accounts for the last two accounting years and a credit assessment/rating, not older than 6 months, based on the last known accounting figures. The credit assessment/rating shall be carried out by an publicly certified credit rating institution. The minimum acceptable score is ‘satisfactory’ within 2 of the following criteria: liquidity, profitability and solvency.

If a tenderer, due to valid reasons, cannot prove his financial position in accordance with the above mentioned documentation requirements, the toll money company will assess other suitable documentation, for example, a declaration from a financial institution or a satisfactory parent company guarantee.

Teknisk og faglig kapasitet:
Tenderers shall have experience from equivalent assignments during the last 3 years.
Documentation:
A short description of the company, including information on the number of employees and the key personnel's competence.
A description of the tenderer's most relevant contracts in the course of the last three years. The following information shall be provided:
— The contracting authority's contact person including an e-mail address and telephone number.
— Contract value.
— Date.
The references can be contacted.
For a minimum of 2 of the contracts, an account shall be given of the contract's content, as well as information on a contact person (including the telephone number) for the contracting authority of these deliveries. Contact persons can be contacted by the toll money company.

If a tenderer lacks experience from the toll money sector, the tenderer must prove that previous deliveries are relevant experience for the provision of the services included in the tender documentation.
Sufficient capacity and good implementation ability are required.
Tenderers and their employees who are in contact with the contracting authority shall understand Norwegian or English, both written and oral.
An overview of the tenderer's total manpower and the tenderer's manpower for this assignment and confirmation of Norwegian or English capabilities.
The contracting authority will, based on the size of the assignment, assess whether the company's manpower is sufficient.
If a tenderer will depend on resources at sub-suppliers in order to be qualified, an unconditional commitment statement between the tenderer and the sub-supplier must be enclosed with the tender.
Tenderers shall have a well-functioning quality system suited to the content of the contract.
Tenderers must, as a minimum, submit an overview of the content of the quality system and the routines for relevant critical processes and work assignments.
