2.1 The tenderer's organisational and legal standing.
The tenderer must be a legally established company.
2.1.1 Documentation requirement for Norwegian tenderers:
Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or company register in accordance with the legislation in the country where the tenderer is established.

2.3 Economic and financial position
The tenderer shall have sufficient financial strength to be able to fulfil the contract.
2.3.1 Documentation requirement
The tenderer's Annual Financial Statements including notes with the Board's and the auditor's reports from the last 2 years.
— If the Annual Financial Statement for the last year is not completed by the tender deadline for this competition, the Annual Financial Statements for the 2 previous years are to be attached, as well as the provisional Annual Financial Statement for last year.

2.4 Technical and professional qualifications
The tenderer must have sufficient implementation ability.
2.4.1 Documentation requirement
— Own company:
— A short, overall description of the organisation shall be given, including:
— An account of the company's business concept and core competencies related to the scope of the delivery.
— An overview of the company's history, organisation and ownership, as well as a description of the current business activities.
— Description of how the tenderer is organised for the implementation of this contract.
— A brief description is to be given of the overall quality assurance system that the tenderer will use for carrying out this contract.

2.2 Tax certificate
Tenderers shall have orderly conditions regarding payment of tax and VAT.
2.2.1 Documentation requirement for Norwegian tenderers:
The tax certificate shall be enclosed with the tender. A Tax Certificate is defined as:
For Norwegian tenderers:
— A certificate from the Directorate of taxes (RF-1316), issued by the Tax administration for:
— VAT,
— Tax and
— Payroll tax.
For foreign tenderers:
— Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of tax and duties. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.
